As a "special commodity" in commodities,the whole process from production to circulation relates to people's health and safety.Drug Safety has become a very prominent government and social problem that concerns the national economy and the people's livelihood.However,in recent years,with the rapid development of the economy,the interests have a greater impact on people's concepts,and major drug safety accidents have occurred frequently.This has also pushed the drug regulatory authorities to the forefront of public opinion,people are questioning the ability of the regulators and so on.Therefore,we should strengthen the research on the supervision of drug circulation safety and establish and perfect the supervision system of drug safety,it plays an important role in improving and promoting the drug safety supervision,reducing the occurrence of drug harm and ensuring people's life safety.As a veritable pharmaceutical capital,Harbin's pharmaceutical enterprises account for more than 80% of the province's pharmaceutical enterprises.Based on the theoretical basis and research results of the predecessors on drug supervision,this paper makes a comprehensive and sufficient study on the regulation of drug circulation safety in Harbin,and on the basis of the establishment of the drug safety supervision system,and constantly innovate the ways and means of drug safety supervision,further "improve drug quality,ensure drug safety",comprehensively enhance the level of drug safety and regulatory protection.To maintain drug safety management,crack down on drug crimes,more positive practical significance.Based on the current situation of drug circulation safety supervision in Harbin,the concepts of drug circulation and drug circulation safety are defined by using the methods of literature study,case study and comparative analysis,guided by the theory of government regulation and governance,this paper analyzes the scale and characteristics of the current drug circulation industry in Harbin,and analyzes the current situation of drug circulation supervision in Harbin by questionnaire,the author thinks that there are still a series of problems in the supervision of drug circulationsafety in Harbin,such as unclear government supervision duties,insufficient social participation,a large number of false advertisements of drugs,and the main reason is that the legislation of the supervision is not perfect;The lack of long-term regulatory mechanism,the traditional regulatory system caused by the shortcomings.On the basis of establishing the specific goal of drug distribution safety supervision in Harbin,this paper puts forward some suggestions to improve the drug distribution safety supervision in Harbin,and from constructing the safety credit system of drug distribution enterprises,we will improve the system of credit disclosure for drug safety,strictly regulate the drug advertising market,improve relevant advertising laws and regulations,and strengthen the investigation of the legal responsibility of the subject of illegal drug advertising To strengthen the construction of law enforcement team and implement the responsibility of supervision and so on,and put forward the countermeasures to overcome the difficulties in the supervision and control of drug circulation safety in Harbin.
