With the acceleration of urbanization,the housing demand of urban residents is growing rapidly.The following is the continuous rise of house prices in many places,which makes the housing problem become one of the hot spots of the whole society.In the past,the real estate regulation and control policies were inadequate and did not play their due role.According to the school district’s policy of entering the school nearby,the scarcity of high-quality education resources and the uneven spatial distribution,the housing price in the school district is rising rapidly.Therefore,the policy of "Tenants Enjoy the Same Rights as Home Buyers" was put forward to control the house price.As an innovative measure in China’s real estate regulation,the policy of "Tenants Enjoy the Same Rights as Home Buyers" plays an important role in curbing the rising trend of house prices.From the perspective of regulating the real estate market,this paper evaluates the impact of this policy on the school district housing market and non-school district housing market,and through empirical research,assesses the effectiveness of this policy.District J is selected as the research case,the corresponding community of primary school C is the school district housing,the corresponding community of ordinary primary schools represented by the other four primary schools D,E,F,G is the non-school district housing,the second-hand housing transaction and housing rental data from 2017 to 2019 are selected,respectively analyzing from the second-hand housing transaction and housing rental market,adopting the PSM-DID method.Conclusion: 1.In a period,the implementation of the policy of "Tenants Enjoy the Same Rights as Home Buyers" has indeed weakened the trend of housing price rise in school districts caused by the differences in the allocation of educational resources.2.After the implementation of this policy for a stretch,the housing prices and rents of school district houses and non-school district houses rebounded.It proves that this policy has played a role in the regulation of house prices in a certain period.The introduction of this paper describes the implementation of the policy of "Tenants Enjoy the Same Rights as Home Buyers",and the second part introduces the theoretical tools,then the third part presents the policy evaluation,and explains the importance of that,at last,the fifth part explains that the policy has an impact on the transaction price and house rent through the data analysis.
