The Problems And Explorations Of The Implementation Of The Precision Poverty Alleviation Policy In Xiangyin County Hunan Province

In the more than 40 years of reform and opening up,the overwhelming majority of the people have already achieved the goal of a moderately prosperous life.However,because of the differences between urban and rural areas and between regions,a small number of farmers in rural areas have not yet achieved a comfortable life,and some are even in a state of poverty.We know that the well-off in rural areas is not the well-off in all respects.In recent years,China has put forward a policy of targeted poverty alleviation.Precision poverty alleviation is the most crucial measure for rural areas to build a moderately prosperous society in an all-round way.Precision poverty alleviation policy also involves people's well-being,social governance,urban and rural differences and other aspects.It is a huge system engineering and requires all departments and governments at all levels to cooperate and support each other.Through the research on the implementation of the targeted poverty alleviation policy in xiangyin County,Hunan province,the author analyzes the status quo of the implementation of the policy using relevant theories,finds out the problems of the implementation of the policy and the causes of these problems,and then combines the advanced experience of other parts of the country.This paper puts forward some countermeasures to solve the problem of precision poverty alleviation in xiangyin county.This article first expounds the background and significance of the implementation of the current targeted poverty alleviation policy,collects and introduces the relevant research and research literature on poverty alleviation at home and abroad,and then uses the public service theory,the social assistance theory,and the Smith model theory.This paper specifically analyzes the current situation of the implementation of the targeted poverty alleviation policy in Xiangyin County,and objectively puts forward some problems that exist in the implementation of the targeted poverty alleviation policy in Xiangyin County.This includes problems such as the lack of precision in the implementation of poverty alleviation policies,the implementation of poverty alleviation projects,the implementation of poverty alleviation funds,the implementation of poverty alleviation measures,the lack of precision in the implementation of poverty alleviation policies,and the lack of precision in the implementation of poverty alleviation policies.They are mainlyinfluenced and constrained by the four aspects of policy formulation itself,the quality of the implementing agents,the lack of cooperation of the target groups,and the policy implementation environment.At the same time,we draw on two typical examples from Hebei and Henan to find out the author's inspiration for the improvement of the implementation of the targeted poverty alleviation policy in Xiangyin County.Finally,we provide some countermeasures to solve the problems in the implementation of the targeted poverty alleviation policy.It is mainly to promote more accurate policy formulation,improve the implementation capacity of policy implementation entities,strengthen the awareness and education of target groups,optimize the environment for policy implementation,and strictly supervise policy implementation.It is hoped that this article will have certain guiding significance for the continuous improvement of the implementation of the precision poverty alleviation policy in xiangyin county of Hunan province,and even have some reference meaning for the places in xiangyin county similar to the implementation of the precision poverty alleviation policy.
