Research On The Implementation Of Precision Poverty Reduction Policy In Shandong Province

After the new China was established,the national work to change the situation of rural poverty has never stopped.Before the reform and opening up,the practice largely confined to the implementation of life of poverty relief.The beginning of reform and opening up,Chinese began to promote poverty alleviation work through the system reform.In 1986,large-scale development of poverty alleviation and development of poverty alleviation has achieved significant results,the China poverty quickly reduced,and made a great contribution to global poverty reduction work,but as the poverty reduction and regional poverty targeting mechanism has gradually reduced from contiguous area to the county,to the town,to the village,to the home,and a large full irrigation development poverty caused by type of corruption has been unable to meet the new situation of poverty.In 2014,the precise poverty concept of poverty alleviation model formally implemented,the precise poverty is of great significance to the realization of a comprehensive well-off society in 2020.Compared with the domestic and foreign research,the depth and breadth of the poverty alleviation policy research lags far behind the pace of domestic and foreign in Shandong Province,whether academic attention or attention to user are relatively low,the study on the precise poverty alleviation policy system is also officially began in 2016.Although the Shandong province is not typical of the poor provinces,but the West and the east of the Shandong province there is a serious gap between the rich and the poor,more important is the Shandong province there are many poor villages.According to the documents of the Central Committee's instructions,the precise poverty alleviation policy is characterized by the overall framework of integrity in Shandong Province,and it is not informative enough,especially the supervision and the evaluation which are only a skeleton and not flesh and blood,resulting in Shandong province poverty problems and relative poverty problem is more and more serious,the poverty alleviation funds and projects is not charged,staff work low enthusiasm.This paper is based on the theory of social development and poverty and poverty alleviation theory aiming at theory,to Determine the definition of poverty,poverty alleviation and development,poverty alleviation,precise poverty.Through improving employment ability of accurate poverty related policies,the establishment of accurate recognition mechanism,this paper improves the precise poverty supervision mechanism and the performance evaluation mechanism of four aspects to provide Suggestions for optimizing the policy of poverty alleviation in Shandong province.
