Poverty is an important issue that affects the survival and development of the population.It is also a social issue that affects the stability and harmonious development of society.China's poverty problem has a long history and directly affects the country's economic and social development.Strive to achieve the goal of a comprehensive well-off society in all poor areas and poor people by 2020.The precise poverty alleviation work has been officially launched nationwide.As an integrator and deployer of social resources,the government's role as a poverty alleviation subject is particularly worthy of attention.The government's scientific and effective "power" is the key to smoothly promoting accurate poverty alleviation.The county-level government is the grassroots political authority of the country.Its unique ties of "upper country and lower rural society" determine its irreplaceable role in precision poverty alleviation.Therefore,summarizing the progress and effectiveness of the implementation of accurate poverty alleviation work in counties and towns,analyzing the problems and causes of accurate poverty alleviation work in counties and towns,and exploring measures to promote accurate poverty alleviation work in counties and towns,has become the focus of the article.From the perspective of precise poverty alleviation,this paper takes the precision poverty alleviation work of Lushan County of Henan Province as the research object,consults Lushan County's accurate poverty alleviation policy documents and government work report,and then selects Lufeng District,Lianban Town,Zhangliang Town and other places.The poor people in the six poverty-stricken villages were surveyed and learned about the implementation of the precise poverty alleviation policy in Lushan County through questionnaires and interviews.After sorting out the questionnaires,based on the data obtained from the questionnaire survey,the poverty situation of Lushan County was analyzed in detail from five aspects: the age of the poor households,the education level,the income situation,the causes of poverty and the need for assistance.The study found that after the implementation of the policy,the poverty alleviation work has achieved certain results,but in the process of implementation,there are still some shortcomings,such as the large amount of information of farmers,the deviation of identification;the direction of assistance and the needs of farmers;The main body of precision poverty alleviation is insufficient,the participation of social forces is insufficient;the poverty alleviation funds and project supervision are insufficient,and the effectiveness of povertyalleviation is not significant,which affects the realization of the goal of precise poverty alleviation policy.In response to these problems,this paper puts forward the classification and refinement work for Lushan County to carry out precise poverty alleviation work in the future,and perfects the identification and identification procedures.At the same time,it must be based on local actual conditions to carry out scientific and reasonable assistance;mobilize all parties to participate and enhance regional synergy linkage.Finally,strengthen poverty alleviation funds and project supervision,and improve the effectiveness of poverty alleviation management.
