Research On The Poverty Reduction Effects Of Hunan Province's Financial Support To Agriculture

In the past ten years,China's financial investment in supporting agriculture has been continuously increasing.By the end of 2017,the number of people living in poverty in China will be around 30 million.By the end of 2016,the total number of impoverished people in China's rural areas is 3.43 million,and the incidence of poverty is 6%,but the income of farmers in Hunan Province There are still huge regional differences.Peasant poverty still exists.The number of impoverished counties is among the highest in the country.According to statistics,during the “Thirteenth Five-Year Plan” period,there are two concentrated poverty-stricken areas in Wuling Mountain and Luojing Mountain in Hunan Province.A key poverty alleviation and development work,8000 poor villages and about 4.65 million poor people.The research thinking of this paper is mainly based on the analysis of the status quo of financial support for agriculture and rural poverty reduction,using literature research,theoretical research and empirical research,mathematical statistics analysis,comparative analysis and other research methods,based on the historical changes of the Hunan financial system.The changes in fiscal expenditure and its distribution characteristics are summarized.Based on rural poverty levels,the trends of rural poverty and the characteristics of rural poverty are analyzed.The relationship between fiscal expenditure and poverty alleviation in rural areas is discussed,and the effects of fiscal support for agriculture and rural poverty reduction are explored.The mechanism of action.Based on Hunan's fiscal investment in agriculture,the role of Hunan's financial investment in poverty reduction in rural areas in recent years was analyzed to provide a basis for Hunan Province to implement an accurate poverty alleviation strategy.The main content of the thesis takes Hunan Province as an example,uses the Var regression analysis method to calculate the panel data data of Hunan Province's fiscal expenditure and farmers' income from 1994 to 2016,and makes a comparative analysis of its changing trends.The results show that:(1)Hunan The provincial government's investment in supporting agriculture is increasing continuously,and the growth rate is obviously higher than the total expenditure of finance.The financial support for agriculture will stabilize the effect of farmers' income and rural poverty reduction in the long run.In the short term,the effect will be different due to different input channels.The resulting poverty reduction effects differ.(2)Infrastructure construction,education expenditure,and social security employment expenditure have a significant effect on poverty reduction in rural areas,while expenditure on agriculture,forestry,water conservancy affairs,general public service expenditure,and social security expenditure have no obvious or even negative impact on rural poverty reduction.In response to these empirical results,the conclusions presented in this paper are as follows:(1)increase the financial investment in infrastructure construction,education expenditure,and social security employment expenditure for financial support for agriculture,(2)expenditure on agricultural,forestry,and water conservancy affairs,and general public services for fiscal support for agriculture.In terms of expenditures,social security and employment expenditures,we must pay attention to the efficiency of fund utilization and strictly monitor every aspect of fund investment.The innovative point of the thesis lies in the fact that in the empirical study,apart from studying and analyzing policy requirements,the empirical results of the fiscal support for agriculture and rural poverty reduction are analyzed in more detail.This paper proposes and accurately addresses the current financial input structure for financial support for agriculture in Hunan Province.The theme of poverty alleviation is consistent with the recommendations.
