Smart city is a new form and development trend of new city in the information age.As the carrier of elements,enterprises and industries,the system configuration and organization of smart city is the core of economic activities.It is very important for the development of our country to control smart city.At the same time,China’s manufacturing industry has always had the problem of "big but not strong".The central government has always advocated "de capacity","upgrading the industrial structure,and promoting supply side reform".The integration of information technology and manufacturing industry has generated new uses and new formats.Through intelligent configuration of raw material product supply,intelligent processing of production and consumption data,personalized customization of products,and intelligent logistics,it will greatly Promote the intelligent process of manufacturing industry,and then change the form of manufacturing industry agglomeration and reshape the spatial distribution of manufacturing industry in the new era.Therefore,in the early stage of intelligent manufacturing,clarify the role of smart city as an important policy for manufacturing agglomeration,find out the existing problems,so as to "steer" the development of smart city and the direction of manufacturing agglomeration.This paper uses the data of industry and enterprise database,baidu map background database and city statistical yearbook to construct exogenous indicators as far as possible to measure manufacturing agglomeration,so as to better estimate the impact of smart city pilot on manufacturing agglomeration.First,this paper makes an empirical analysis of the dual difference method,and strictly tests whether the smart city pilot effect on manufacturing agglomeration conforms to the hypothesis given by the dual difference model through parallel trend test,dynamic effect study,counterfactual test,psm-did,random sampling regression and other methods.From the relevant test results,the first batch of smart city pilot has the nature experiment attribute,and the double difference method can be used to better estimate its effect on manufacturing agglomeration.Smart city pilot significantly promotes the manufacturing agglomeration in China.Second,the smart city pilot plays animportant role in the spatial agglomeration of manufacturing industry by improving the level of urban technological innovation and informatization.This paper uses the mediator effect model and threshold effect model to measure the mechanism of smart city’s spatial agglomeration.The smart city pilot significantly improves the city’s technological innovation level,but there is a patent bubble in technological innovation,which has crowding out effect on manufacturing industry,and makes manufacturing industry tend to be dispersed.Further using the threshold effect model,this paper finds that there is a double threshold effect in technological innovation,and the effect of technological innovation on manufacturing agglomeration is inverted U-shaped.When the overall level of technological innovation is low,the technological innovation brought by the pilot of smart city is relatively high-end,and the regions with weak technological innovation can not provide corresponding talents and facilities for technological transformation,which leads to the decrease of resource allocation efficiency In the areas of secondary innovation,technological innovation brought by smart city pilot can be effectively transformed,and further knowledge spillovers promote manufacturing agglomeration.For areas with high technological innovation,due to the existence of new market competition in smart city construction,the patent bubble is released by increasing relevant patents to release professional signals.Moreover,resource mismatch and active control of knowledge spillover make regional manufacturing industry tend to disperse.Furthermore,this conclusion is verified by the sub samples from the central and eastern regions.The pilot of smart city has significantly promoted the level of urban informatization,and the improvement of informatization has enhanced the scope of knowledge spillover,generated market proximity effect and promoted the agglomeration of manufacturing industry.Third,there is heterogeneity in the effect of smart city pilot on manufacturing agglomeration.There is heterogeneity in the agglomeration effect of smart city pilot on different industries.The promotion effect of smart city pilot on manufacturing agglomeration is mainly reflected in high-tech industries,but not significant for low-tech industries.The effect of smart city pilot on manufacturing agglomeration in different characteristic cities is also heterogeneous.The construction of smart city is naturally inseparable from the investment of human and financialresources,so the difference of urban human and financial resources may make the pilot effect of smart city different.From the perspective of different levels of human resources,the smart city pilot has a better promotion effect on manufacturing agglomeration in high human capital cities,but no significant effect on manufacturing agglomeration in low human capital cities.From the perspective of different financial levels,the promotion effect of smart city pilot on manufacturing agglomeration is higher in high financial area than in low financial area.Specifically,smart city pilot significantly promotes manufacturing agglomeration in low financial development area and high financial development area,and the effect of the latter is better than the former;smart city pilot significantly promotes manufacturing in low financial expenditure area and high financial expenditure area The effect of the latter is better than the former.From the perspective of different industrial structure and city scale,there is a phenomenon of "diminishing marginal benefit" in smart city pilot,that is,the promotion effect of smart city pilot on manufacturing agglomeration is better in low-level industrial structure cities than in high-level industrial structure cities,and better in small-scale cities than in large-scale cities.Finally,according to the above analysis,the corresponding policy suggestions are put forward: first,development oriented by application to improve the level of "smart innovation";second,strengthening the training of special talents and injecting "smart capital";third,orderly promoting smart construction in combination with the characteristics of urban development;fourth,developing innovative urban model and "treating" urban "stubborn diseases".
