Abstract/Summary:
Since the 20 th century,innovation has gradually become the most important driving force for economic development,and has been widely recognized by countries and regions around the world.At present,China conforms to the development trend of international innovation-driven economy and the “new normal” background of domestic economic development,and clearly emphasizes that innovation is the first driving force for economic development and accelerates the construction of innovative countries.Urban innovation is the growth point and power source of the national innovation system.Under the background of the current low fertility rate,Aging and the “grabbing manpower ”,the analysis of the spatial and temporal evolution and driving factors of urban innovation based on the perspective of mobile human capital caters to the background of the times.It has great practical significance.The Yangtze River Economic Belt has a large population mobility and a high level of economic development.At the same time,the "Outline of the Yangtze River Economic Belt Development" proposes to gather talents and vigorously develop innovation-driven strategies.Therefore,this paper takes the Yangtze River Economic Belt as the research object,uses the patent authorization amount and the education years to measure the urban innovation ability and the mobile human capital respectively,and uses the GIS mapping technology and the exploratory spatial data analysis to explore the temporal and spatial evolution characteristics and Spatial association features of the urban innovation ability of the Yangtze River Economic Belt.Based on the above research process,the paper draws the following conclusions:(1)The urban innovation capacity of the Yangtze River Economic Belt has obvious economic correlation,that is,the coastal cities have stronger innovation capabilities than inland cities,and the provincial capital cities have stro nger innovation capabilities than non-provincial cities,and urban innovation capacity declines in a gradient along the “downstream-middle-upstream” of the Yangtze river.(2)The positive correlation between urban innovation capabilities is continuously increasing.Coastal cities show “high and high agglomeration”,and the spillover effect of innovation is obvious.Inland cities show “low and low agglomeration”,which is a low-lying area for regional urban innovation and development.Besides,There is a significant positive correlation between mobile human capital and urban innovation capability.It is characterized by “high and high agglomeration” coastal cities and “low and low agglomeration” inland cities.(3)There is a significant time-space lag in urban innovation,that is,the spillover effect and the Matthew effect.(4)From a global perspective,the total mobile human capital,the mobile human capital inside the province and the mobile human capital outside the province are significantly positive on the direct effect,which is an important thrust for urban innovation and development.On the spillover effect,the total mobile human capital and the mobile human capital inside the province were significantly positive,however the mobile human capital outside the province was not significant.Moreover science and technology investment,foreign investment and import and export trade are important factors influencing the development of urban innovation capabilities.(5)From a local point of view,there are significant differences in the degree of influence of various driving factors on urban innovation in the Yangtze River Economic Belt.In addition to the directional changes in the impact of mobile human capital outside the province,mobile human capital,technology investment,foreign investment and import and export trade in the province have different positive impacts on urban innovation.This article proposes the following policy recommendations:(1)Paying attention to human capital investment,rationally guide the flow of mobile human capital,and realize the efficient allocation of human capital and resource elements.(2)Improve and strengthen the interactive and exchange mechanism between the floating population and the surrounding population,paying special attention to the social integration of the floating population.(3)Integrating innovative resources,fostering innovative growth pole cities,promoting the innovation level of surrounding cities,form a cross-regional linkage between urban innovation and development.(4)According to the characteristics of the city,develop differentiated innovation development policies.
