Research On Financial Poverty Alleviation Performance Of Linxia Prefecture

By the end of 2018,the poverty incidence rate in linxia prefecture had dropped to 8.97%,making a major breakthrough in poverty alleviation and development work.With the successful promotion of financial poverty alleviation model in linxia prefecture,it provides important support for the poor areas in linxia prefecture to win the battle against poverty.Linxia state has made some achievements in financial poverty alleviation,and has also invested huge manpower,material resources and financial resources.The research on the financial poverty alleviation performance of linxia prefecture is an important guarantee to improve the quality and efficiency of poverty alleviation and consolidate the achievements of poverty alleviation.Firstly,this paper reviews the research on financial poverty alleviation and poverty alleviation performance at home and abroad,and defines the financial poverty alleviation subject in linxia prefecture.Secondly,it analyzes and summarizes the achievements and deficiencies of poverty alleviation in policy Banks,commercial Banks,insurance and other financial institutions.Then,the three-stage dea-tobit model was further constructed to calculate the financial poverty alleviation performance of seven counties and one city in linxia prefecture and analyze the factors affecting the performance.The research results show that: first,the comprehensive performance level from 2016 to 2018 shows a trend of decreasing first and then increasing,and the regional poverty alleviation funds represented by linxia city have been optimized within 3 years,but there is still room for pareto improvement in poverty alleviation in some counties.Second,the level of economic development and the level of educational development are important factors that cause individual differences in county financial poverty alleviation performance,and the improvement of the two has a significant positive external effect on financial quasi-poverty alleviation performance.Thirdly,the improvement of financial inclusion efficiency,the increase of fiscal support and the narrowing of urban-rural gap significantly affect the comprehensive performance of financial poverty alleviation,and there are positive effects to varying degrees.Based on the above research conclusions,combining with the current poverty alleviation policies of the country and the regional economic and cultural characteristics of the local ethnic groups,this paper proposes the poverty alleviationmodel based on scientific discretion.Coordinated efforts to promote integrated urban and rural development;Optimize the industrial structure;Financial and industrial poverty alleviation in-depth integration and other countermeasures.In view of the ethnic minority gathering areas,the paper proposes the pilot establishment of ethnic regional characteristic financial business;Give play to the effect of education on poverty reduction and other countermeasures.
