Research On The Rural Poverty In Linxia Hui Autonomous State

Linxia Hui Autonomous State (for short Linxia State thereinafter) is one of the two minority autonomous states in Gansu province, the problem of rural poverty has become an obstacle for the local social economic development. For a long time, each per capita economic index of Linxia state is always in the bottom of the 14 districts in Gansu province, some farmers in the state are still troubled by the food and clothing problem. In recent years, with the nature of poverty by universal poverty gradually into particular poverty, although the poverty alleviation of Linxia state has achieved great achievements, rural poverty situation and anti-poverty task is still severe and arduous. Therefore, how to correctly understand the problem of Linxia state rural poverty and seek a poverty alleviation path which is consistent with the actual situation of Linxia state appear extremely urgent.This paper launched research on the problem of Linxia rural poverty based on the full understanding about the relevant poverty theories. Through the analysis of the present situation Linxia state rural poverty, this research suggests that the obvious contradiction between human and land is the key cause leading Linxia state rural poverty situation to severe, and also is the most distinguished situation of Linxia state. Therefore, this research start form the contradiction between human and land, especially set"human"factor as the breakthrough to seek the causes of Linxia state rural poverty. This paper argues that three kinds of malignant cycle of poverty based on the abnormal development of population resources (based on the fast population growth, based on the low education standard and based on the low body quality) is the key factor of rural poverty. On this basis, this paper carried on the performance evaluation to the poverty alleviation and development of Linxia state. Evaluation results show that, although the poverty alleviation of Linxia state has achieved great achievements, comprehensive score is still low, in"ordinary"level mostly. It indicates that there are still many problems in current Linxia state poverty alleviation work. Therefore, this research proposed a new population development mechanism to break three kinds of malignant cycle. Through reasonably adjusting the quantity and structure of local population, improve the accumulation of local human capital, concurrently it will promote the harmonious development of the reaction between human and land. Finally, this paper put forward eight concrete measures to promote Linxia state anti-poverty process: Energetically advocate fewer and healthy birth; Increase labor transfer output dynamics; Implement migration designedly; Formulate incentive mechanism to attract talent; Strengthen the construction of infrastructure; Develop the indigenous characteristic economy; Strengthen the ecological protection construction ; Play the positive function of religion.
