The problem of low utilization efficiency is common in the management of urban public transport facilities. Therefore, improving its efficiency and optimizing transportation have become an important direction for the research of urban public transportation facilities use management strategies. In the current research on the management strategies for the use of urban public transport facilities, there are two main strategies to improve urban transportation: transportation system management(TSM)and transportation demand management(TDM).Western countries started to apply Transportation System Management(TSM)earlier, but eventually the application of Transportation Demand Management(TDM)in foreign and domestic large and medium-sized cities proved to be more effective, and it should be continuous researched in small and medium cities. This research is mainly based on theoretical research, qualitative research and case studies at home and abroad. The northern F city is selected as a typical case, and the use and management of public transport facilities in F city is taken as the research object.By observing the use of urban transportation facilities, summarizing the problems in its use management, the research is conducted from the perspective of the supply capacity of transportation facilities, adjusting the scale of transportation demand,or changing travel characteristics. The study puts forward three suggestions: first, encourage public transportation priority, such as optimizing bus routes, and implementing high-discount bus cards;second, regulate roadside parking behaviors, such as implementing variable roadside charging policies;finally, rationally plan long-term development of transportation land, establish a TOD model gradually, such as toll collection on traffic congested roads, reasonable diversion of motor vehicles,non-motor vehicles, and pedestrian systems.
