With the accelerating process of industrialization and urbanization,a large number of rural surplus laborers have gathered in cities and towns,and the proportion of farmers engaged in non-agricultural industries has gradually increased.A large number of rural housing sites and cultivated land are idle,and rural land resources are seriously wasted.On the other hand,urban population Continued growth,the demand for urban construction land continues to increase,the contradiction between people and land is further aggravated,and the shortage of urban construction land and the idleness of rural land resources have become new social contradictions.At present,due to the imperfect rural land management system and historical inheritance,although the rural population is decreasing,the area of the homestead is increasing,the house site is idle,illegal possession,the housing site is over-standard and the phenomenon of “one household and multiple houses” protruding.On the basis of respecting the wishes of farmers and safeguarding the interests of farmers,we will formulate a scientific,rational and feasible exit mechanism for rural households,strengthen rural land management,revitalize rural land idle resources,promote rural land conservation and efficient use,and improve rural living environment.Other aspects have important practical significance.This article takes the Jijie Town of Xundian County as an example to observe the utilization status of the farmer’s house site through field visits.Questionnaire survey was conducted to investigate the farmers in Jijie Town,to understand the individual household information of the farmers,the basic information of the house site and the true willingness to withdraw from the house site,and to analyze the questionnaire data by using the method of descriptive statistics and establishing a logistic model to study Jijie Town.The factors influencing the farmers’ exit from the homestead base lead to the following conclusions:1.The use of Jijie Town House Site is widespread,the land area isover-standard,the house site is idle,the “one-family house” and the location layout are scattered.2.The overall willingness to withdraw from the farmer’s homestead in Jijie Town is low,indicating that there are only 58 households willing to withdraw from the homestead,accounting for only 31% of the total sample.In the choice of compensation,farmers are more inclined to choose “funding + housing”.Combined compensation,most farmers expressed concern about employment and social security issues after exiting the homestead.3.On the whole,the distance between the nation and the homestead,the policy understanding,the employment anxiety,the social security concerns,and the satisfaction of the current living environment have a negative impact on the willingness of the farmer’s homestead to withdraw;and the family’s annual income and policy understanding to the farmers The willingness to withdraw is positive.4.The factors affecting the willingness of different types of farmers to exit the homestead are not the same.For Han farmers,age,house site number,housing structure,cultural level and policy understanding have a significant impact on the willingness of farmers to withdraw their homesteads,while the factors affecting the willingness of ethnic minorities to withdraw are age,family income,and homestead.The number and distance from the town,through analysis,found that this may be due to differences in location and individual development;while agricultural and non-agricultural farmers are different in composition and structure of family members,affecting the willingness of two types of farmers to withdraw There are also differences.Among the non-agricultural farmers,the factors affecting the willingness to withdraw from their homesteads are gender,family population,labor population,annual household income,and compensation methods.The factors affecting the willingness of agricultural households to withdraw from their homesteads include age,family,and labor.Family annual income,compensation methods,employment concerns,and social security concerns.Based on the above research,this article puts forward the following suggestions:adapt to local conditions and build a differentiated exit model;vary according toincome and stimulate endogenous exit motivation;depending on the amount,establish and improve a system of paid use of homesteads;Promote a reasonable and orderly exit of the homestead in a coordinated manner;do things well from time to time,do a good job in pre-retirement policy publicity,and retreat psychological counseling.
