| The Lancang-Mekong Cooperation(LMC)is a new type of sub-regional cooperation platform jointly built by China and the Mekong countries,which aims to narrow the development gap between the Lancang-Mekong countries by building a community of shared future between the Lancang-Mekong countries,thereby promoting regional integration.The cooperation plans of the Lancang-Mekong countries in the areas of economy,trade and production capacity cooperation provide opportunities for cooperation and development in Yunnan,Guangxi,Vietnam and the Lancang-Mekong countries.Yunnan and Guangxi,as China's main participants in the LMC,have close communication and cooperation with the Mekong countries.Against the backdrop of China's domestic manufacturing transfer,Yunnan and Guangxi,which were selected as China's pilot free trade zone in 2019,have further expanded opportunities for manufacturing development and production capacity cooperation with the Mekong countries.Although China and Vietnam have the foundation,demand and resource endowment complementarity of production capacity cooperation,with the disappearance of China's demographic dividend and the rise of global trade uncertainty,Vietnam has attracted investment from multinational companies through tax reductions and other policies to further enhance manufacturing industry.The development has an adverse effect on the development of the manufacturing industries in Yunnan and Guangxi in the Lancang-Mekong countries: on the one hand,Yunnan Guangxi and Vietnam have similarities in the manufacturing structure and development planning,which affects the Mekong countries' cooperation partners choice of manufacturing production capacity and trade;on the other hand,in the context of the disappearance of China's demographic dividend,Vietnam's relatively cheap labor has indirectly increased the international competitiveness of manufacturing industry in Vietnam,which has an impact on the development of manufacturing industries in Yunnan and Guangxi.Therefore,how to reduce or avoid the impact of the Vietnam's manufacturing industry on the manufacturing industry of Yunnan and Guangxi in the Lancang-Mekong countries,and realize the win-win development of manufacturing industry in Yunnan,Guangxi and the Lancang-Mekong countries is a problem that must be faced and solved in the future.Based on the above background,this research on the differentiated development direction of the manufacturing industry in Yunnan,Guangxi and Vietnam is through the analyze of realistic basis includes the development status,policy orientation,import demand,pillar industries and production capacity cooperation of the Lancang-Mekong countries' manufacturing industry and the evaluation results of the international competitiveness of the manufacturing industry: on the one hand,it can not only promote the production capacity cooperation of the manufacturing industries in Yunnan,Guangxi,Vietnam and the Lancang-Mekong countries,avoid vicious competition,achieve win-win development,but also optimize the manufacturing structure in China,improve resource utilization rate and alleviate the current situation of uneven development;on the other hand,supplement the research on the differential development of manufacturing industries in the Lancang-Mekong countries to avoid vicious competition,and provide an analytical basis for studying industrial transfer and undertaking between undeveloped regions.First of all,this paper is based on the research and review of domestic and foreign research results such as the LMC,international division theory,industry international competitiveness,theory of industrial transfer and undertaking;realistic basis includes pillar manufacturing,development issues,import demand,policy orientation,and production capacity cooperation foundation provided by LMC;then classify the manufacture by the HS2012 two-digit code,selecting the evaluation indicators such as the proportion of industrial exports,the index of trade competitiveness,and the international market share of industrial exports from the perspective of comprehensiveness,orientation and dynamic and static combination,calculate and analyze single index by using the data collected and organized by authoritative channels,and then combine dynamic and static indexes to use industrial international comprehensive empirical analysis of the competitiveness evaluation system to obtain the international competitiveness evaluation results of each manufacturing industry in Yunnan,Guangxi and Vietnam;Finally,study the differentiated development direction of the manufacturing industry in Yunnan,Guangxi and Vietnam through the comparative analysis of the independent calculation results of various indicators,the evaluation results of industrial international competitiveness and the realistic basis includes pillar manufacturing,development issues,import demand,policy orientation of the manufacturing industry in Yunnan,Guangxi and Vietnam.The conclusions are as follows: Yunnan Province should take the lead in the development of beverages,wine,tobacco and related products,oils,fats,waxes of animal and vegetable,optics,medical,clocks,other precision instruments and parts,electrical,mechanical equipment and parts industries;Guangxi should give priority to the development of solid wood and manufacturing of its products,footwear industry,plastics,rubber and its products,wood pulp and its products,miscellaneous products(including furniture,mattresses,toys,etc.);Vietnam should develop textile raw materials and products,base metals and their Products,cement industry,chemical and related products,leather products,pearls,precious stones,precious metals,precious metals and their products,and transportation equipment to achieve the differentiated development of the manufacturing industry in Yunnan Guangxi and Vietnam,promote the production capacity cooperation and win-win development.Through the research in this paper,it is found that the international competitiveness,pillar industries,development status,and policy orientation of manufacturing industries in Yunnan,Guangxi and Vietnam have certain complementarities,which is conducive to the differentiated development of the manufacturing industry of Yunnan,Guangxi and Vietnam;The similarity to the policy orientation also requires that the corresponding industries involved in Yunnan and Guangxi to pay attention to avoid vicious competition in the future development and grasp the advantage of the first-mover.Therefore,we put forward targeted suggestions to provide a more comprehensive development channel for differentiated manufacturing and production capacity cooperation by promoting the integration and improvement of regional cooperation,accelerating interconnection,optimizing regional development layout,and actively developing high-end manufacturing. |
