China’s tobacco industry is a distinct industry.After many reforms,it has formed a system of unified leadership,vertical management,and monopoly management and a form of business separation.From 2015 to 2018,the tobacco industry has achieved "two super trillions" in total taxes and profits and total fiscal revenue for four consecutive years.However,in recent years,the global tobacco control movement has been increasing,putting pressure on the worldwide consumption of tobacco products and global tobacco demand.Declining.Based on the situation of the tobacco industry in the past two years,there are concerns about the stable operation of the industry economy.In the face of high national "two-tobacco" inventories and declining cigarette sales in some provinces,it is particularly important to fully implement the six key measures of "stabilizing production,sales volume,adjusting the structure,controlling inventory,keeping the red line,and increasing taxes and profits."
