After entering the "new normal" period,China's economic growth has been slowing down,but the problem of unbalanced regional economic development has not been effectively solved.In recent years,the gap between provincial per capita income and output has been expanding,and it is urgent to establish a more effective incentive mechanism to drive the coordinated development of regional economy.The rational and orderly transfer of industries among regions can free up resources and space for the transfered land to realize industrial upgrading,and bring the inflow of production factors to the receiving land to promote the local economic development,so it is an important way to realize the coordinated development of regional economy.In our country,manufacturing industry is the pillar industry of entity economy,China's manufacturing output in 2017 29.34% of GDP,but the development of manufacturing industry tends to cause environmental pollution,with the acceleration of industrialization in our country,the environmental pollution especially caused by manufacturing is increasingly becoming a major social problem,and constantly increase the intensity of environmental regulation,strengthening pollution control and guide the enterprise green production becomes inevitable.In this context,it is of great practical significance for this paper to study the inter-regional transfer of manufacturing industry from the perspective of environmental regulation in order to further improve the incentive mechanism for the coordinated development of regional economy.This paper demonstrates the impact of environmental regulation on the transfer of manufacturing industry from theoretical and empirical perspectives.The first chapteris the introduction,which introduces the research background,significance,methods and other contents of this paper,and emphasizes the imbalance of regional economic development in China and the serious environmental pollution in the manufacturing industry.In the second chapter,we make a detailed analysis of a large number of literatures and analyzes the research results in the field of industrial transfer and environmental regulation,which lays a foundation for the theoretical and empirical tests in the following chapters.Then in the theoretical research part of the third chapter,from the perspectives of producer,resident consumer and local government,the paper analyzes the power source and incentive mechanism of environmental regulation affecting industrial transfer.The fourth chapter is the first part of the quantitative analysis,the index to measure appropriate during 2006 to 2015,31 provincial regions in China's manufacturing industry transfer and the intensity of environmental regulation,analysis our country manufacturing industry has the trend of shifting from the eastern to the central and western regions,provincial areas of environmental regulation on the whole,also presents the dynamic change trend of continuously strengthen.In the fifth chapter of empirical study,based on the static and dynamic analysis of ordinary panel model shows that environmental regulation on the transfer of manufacturing industry in China will have the effect of u-shaped,before the environmental regulation intensity reaches a certain critical value,the strengthening of environmental regulation will promote manufacturing industry transfer,and after the regulation strength over the inflection point,the bigger role is to improve the production efficiency of enterprises,promote the upgrade of industry development.Further,the robustness analysis,which subdivides the manufacturing industry into 14sub-industries,shows that the incentive mechanism of industrial transfer is affected by the characteristics of the industry,and the coefficient symbols of variables between different industries are different.Finally,the analysis based on the spatial panel model shows that there is a spatial correlation between high concentration and low concentration of environmental regulation intensity in each provincial area of China,and there is a phenomenon of game and competition among various provinces andcities.At the same time,and the "local effect" on the contrary,environmental regulation on industrial relocation will produce inverted u-shaped space spillover effect,before the critical value,the surrounding areas of environmental regulation intensity is higher,the central region,the more inclined to become the industry to undertake,and vice versa,confirmed the smooth realization of the industrial transfer,not only need to various provinces and cities themselves the appropriate incentives,surrounding areas give corresponding policy support is needed.According to the theoretical and empirical analysis in this paper,the environmental regulation will have an effect on the industrial transfer of manufacturing industry.In general,the stronger the environmental regulation is,the enterprises will move their factory sites to other regions due to cost considerations,thus showing the inter-regional transfer of industry in the medium level.However,the impact of environmental regulations on industrial transfer is not a simple linear relationship.When the intensity of environmental regulations reaches a critical value,the productivity of enterprises retained in the local area will increase,and the impact on different specific industries will be different.These conclusions have certain implications for the sustainable and healthy development of China's economy under the "new normal".The use of environmental regulation,a policy tool,will be conducive to giving play to the comparative advantages of various regions,promoting the transfer of manufacturing industry among regions,promoting the rational flow of factors,and promoting the coordinated development of the economy nationwide.To this end,the central government needs to further play a coordinating and guiding role in industry and regional economy,constantly strengthen environmental regulation,encourage enterprises to innovate and develop cleaner production technologies.Local governments need to strengthen coordination and cooperation to adjust environmental standards according to local conditions in order to maximize the overall benefits of regional economy.Citizens need to further enhance their awareness of environmental protection and give full play to the function of "indirect environmental regulation".Enterprises themselves need to actively reduce costs and improve efficiency,vigorously develop clean and energy-saving production methods,and pursue themaximization of social benefits.
