After the reform and opening up, through undertake the industry of developed countries, China achieves the rapid economic development,it also resulted in pressure on the environment in China.In recent years, China’s coastal areas,with increasing production costs and rising environmental pressures, stepped up the pace of industrial restructuring and upgrading, some of the traditional industries, especially manufacturing and pollution-intensive industries began to transfer to the inland areas,the wave of industrial gradient transfer is taking shape. Central and western regions undertake industrial transfer,which promotes local economic development,but accompanied by a lot of transfer of pollution from industrial transfer problems are also very "shocking", increasingly attract the public’s attention. The eastern region has ate the "lost" on the environment in undertaking the international industrial transfer,so the central and western regions cannot do as before. It is under the background of the east industries are massively transferring to the mainland, the paper tries to explore the pollution transfer problem in industry regional transfer.In this paper uses the qualitative and quantitative analysis, theory and empirical analysis methods, static and dynamic binding method and system analysis.From the industrial region transfer and industrial gradient theory, explains the theory basis of the industrial region transfer, and then analyzes the related concept and structure conditions of the pollution transfer, then describes the pollution current situation inthe industrial region transfer from two international and domestic dimensions with the relevant data, and gives the consequences of its possible cause, including our country compared to developed countries has steeper environmental Kuznets curve,domestic uncoordinated regional industrial structure and ecological destruction. Then analyzes the theoretical reasons(theory of comparative advantage, resource endowments theory, etc.) and practical reasons(environmental costs and environmental policy differences, etc.) of pollution transfer in industrial region transfer, but also gives empirical analysis on the importance of factors in polluting industry transfer, can be found the methods from the environmental costs and environmental policy departure, finally from the market(environmental property right system, etc.) and the Government,gives the corresponding countermeasures.
