Since the beginning of the 21 st century,China has started from the eastern regions with open advantages and development potential,giving them preferential policies and support,and successfully achievd rapid economic take-off.However,the blueprint for "first-rich to lead after-wealth" is not easy to achieve.At present,there is a big gap among China's eastern,central and western regions in economic development.The central and western regions urgently need to introduce more mature industries to overcome this severe imbalance.At the same time,the eastern region also needs to optimize industrial structure by promoting traditional industries to move outwards and committing to leading the development of innovative industries.Inter-regional industrial transfer is an important way to meet this de mand,but industrial transfer is often affected by many factors,such as traditional natural factors,location factors,human capital factors,technical factors and institutional factors.As the mainstream competition factor in the new century,standardiza tion level's impact on industrial transfer can't be ignored.In 2016,President Xi Jinping proposed to actively implement the standardization strategy and promote development with standards in the 39 th International Organization of Standardization Conference.The meeting highlighted the standardization and leading role of standards in promoting economic development.Standardization plays an important role in regulating market economic order,reducing transaction costs,improving market efficiency,promoting technological innovation,forming scale effects,improving industrial supporting capabilities,and promoting industrial clusters.At the same time,it is also a market norm and industry threshold,and new companies need to be synthesized to meet industry standards.Therefore,studying the impact of standardization level on regional industrial transfer can provide some reference and value for promoting the healthy and effective transfer of inter-regional industries.In the existing literature,research on standardization and industrial transfer is still relatively rare.On the basis of combing the theory of industrial transfer,this paper analyzes that the standardization promotes the transition of industr ies smoothly,improve regional industrial transfer efficiently and promote industrial optimization and upgrading.At the same time,this paper construct relevant model s and select panel data of 20 manufacturing sub-sectors in 30 provinces and cities from 2007 to 2016 for empirical analysis.Finally,relevant policy recommendations are proposed.The research results show that the standardization level has a significant p ositive driving effect on regional industrial transfer,which is specifically reflected i n attracting industry transfer-in.Among them,the impact on capital-intensive industries and labor-intensive industries is most significant.The performance is that the higher the level of standardization,the more the capital and labor-intensive industries can be transferred-in.This provides a reference for the regions to efficiently undertake or transfer out of the industry,and has certain practical significance.
