| Our country has entered a critical period of social and economic transformation.Along with the arrival of the new situation,China’s labor market has undergone tremendous changes.In recent years,the number of China’s flexible employment has become grow with each passing day which already become the most important way of employment besides regular employment.More and more laid-off workers,rural migrant workers,unemployed people and college students choose flexible employment.Employment is the people’s livelihood,is the fulcrum leveraging a happy life for the people.The development of good employment is the premise condition of economic and social stability.Practice has proved that the flexible employment has made a very positive contribution for economic development and social progress.Although the flexible employment of this group increased,largely promoted China’s economic development and social progress to some extent,but because they are often in a weak position,which make the social security problem of flexible employment become more and more prominent.At present,the state and the provinces and cities have issued a flexible employment related policies to participate in pension insurance,in the system for how to protect the insured have given a detailed provisions.However,there are still many problems in the current situation of flexible employment insurance,such as the willingness to participate is not strong,the insured rate is still low.In recent years,due to the reduced proportion of young population,and life expectancy increases gradually result in the population aging process in China significantly accelerated.if not properly solve the social security problem of the flexible employment groups,it will inevitably affect the smooth operation of the social insurance fund in our country and sustainable development in the future,also will leave a burden to the country and society.Because of the occurrence of the insured behavior of the flexible employment decided by the willingness of the insured,therefore,how to improve the willingness of the insured of the flexible employment will become an urgent problem to be solved.This paper mainly studies the willingness of the pension insurance of the low-medium income flexible employment in Beijing.By reading a lot of literatures inland and abroad,choose a city in Beijing(Xicheng District,Fengtai District)of the three sites conducted a survey of social pension insurance.Do the research of pension insurance to two urban low-income flexible employment.through the combined way of questionnaire survey and individual interview,understanding the basic situation of flexible employment,the familiarity,cognition,satisfaction,willingness and uninsured of insurance policy and analyze the factors affecting their willingness to participate,and then explore the proposed to improve low-income flexible employment insurance which will provide policy suggestions for improvement and support Beijing the flexible employment of the social insurance system for reference.Based on the analysis of the factors affecting the willingness of the insured,we explore some policy recommendations.First,the legal system should be used to protect the legal rights and interests of the flexible employment,and the social security department should also provide technical training to improve the competitiveness of the employment,thereby increasing the level of income.Second,strengthen the propaganda of insurance policy.The government or the media should make efforts to make flexible employees aware of the importance and necessity of social endowment insurance,increasing their degree of attention and the insurance awareness,improve their willingness to participate in pension insurance and enthusiasm,so as to determine the behavior of the insured.Third,strengthen the endowment insurance transfer and continuation of flexibility,when the flexible employment groups for some reason can not continue the basic old-age insurance payment,the endowment insurance system should be able to ensure that they have the right to continue to pay the pension costs.At the same time for the transfer and continuation of the process should be concise and convenient,easy to operate.Fourth,the gradual extension of the payment period,and slightly reduce the proportion of contributions.This low level and long-term payment methods,both to allow flexible employment for their own old age accumulation of a pension,but also to make long-term pension fund balance.Fifth,the implementation of units and individuals jointly insured.For enterprises,the government must be in the law enforcement for the flexible employment insurance,and give the employer subsidies,the establishment of strong supervision and management mechanism to encourage enterprises to undertake the obligation for flexible employment.The above suggestions can help improve the willingness of low-income flexible employment pension insurance in Beijing City,Beijing city and promote the harmonious development of the social insurance system,so that China’s social security system more perfect.
