Research On The Deviation Of Poor Household Identification And The Solution Strategy In China

In order to eliminate the problem of absolute poverty under the existing standard,China implements the strategy of targeted poverty reduction.Accurate identification is the premise of targeted poverty alleviation.The purpose of accurately identifying the poor is to provide timely assistance to the poor.Whether to establish a perfect identification mechanism for poor households directly affects the poverty reduction effect of Poverty Alleviation Policies.Therefore,this paper takes the identification of poor households as the main line,and carries out a specific analysis of the identification situation.First of all,this paper introduces the current situation of poverty and accurate identification.Secondly,this paper explains the reasons for the identification deviation of poor households.It holds that the possible causes of the deviation are the severity of information asymmetry,the difference of subject’s interests and the difference of recognition between different indexes and ways.After that,Under the condition of information asymmetry,township government and village cadres constitute the principal-agent relationship in the identification of poor households,and establish the principal-agent model between them.Finally,in order to promote the village cadres to do better in the identification of poor households,this paper designs the resolution strategies for the village cadres.In the research,the principal-agent model is used to explore the logical choice of township government and village cadres in the information mechanism,and the analysis shows that in the case of information asymmetry,village cadres tend to pursue their own interests,which leads to inaccurate identification of poor households.It’s found that information asymmetry will increase the agency cost,including incentive cost and risk cost,by establishing the principal-agent model of township government and village cadres;village cadres,as agents,play an important role in the identification of poor households.As the agent of the township government or the village,there will be no deviation;as the agent of some villagers,the village cadres will identify the poor households according to the wishes of some villagers,which will lead to the identification deviation;as the agent of themselves,the interests represented by the village cadres include family interests and special relationship interests,which will lead to the identification deviation;or the village cadres will take a coping attitude,which will also lead to identification deviation.Therefore,the strategies to resolve the identification deviation are: Deepen the propaganda of identification work,optimize the practice of identification work and strengthen the motivation of identification work.I hope that the real poor households can enjoy the national poverty alleviation policy,and also hope to improve the governance level of village cadres.
