The extensive industrial development model formed in China's long-term development has plunged us into the "environment-economy strange circle" puzzle.Under the new normal environment,green technological innovation,which takes into account both environmental protection and economic goals,has attracted more and more attention.The Outline of China's13th Five-Year Plan points out that the central government's determination to improve the ecological environment is demonstrated by "innovating the concept and method of environmental governance and implementing the strictest environmental protection system".Both academia and politicians believe that green innovation is the key to break this strange circle.However,due to the limitations of data of prefecture-level cities,the depth of research has remained in provinces or prefecture-level cities in some areas.Based on this,this paper will creatively solve the problem of how to measure green innovation index in scientific research circles by collecting large data.So,in the key period of transforming development mode,optimizing economic structure and transforming growth power,what is the current situation of urban green innovation development so far? What kind of influence mechanism and internal principle exist between them? How to improve urban green innovation under the restriction of environmental regulations? It will become an important problem to be solved urgently in the current economic development of our country.Firstly,this paper constructs the core indicators of urban green innovation and environmental regulation,and analyses their spatial and temporal dynamic evolution and distribution characteristics;secondly,it uses game theory to examine the role of environmental regulation on green innovation;thirdly,it carries out spatial correlation test and analysis of urban green innovation and environmental regulation(formal and informal),and constructs empirical verification of spatial econometric model.The impact of urban environmental regulation on green innovation is tested.Finally,the robustness of the estimated results of green innovation for environmental regulation is tested by changing the estimation methods.According to the chapter arrangement,the main conclusions are as follows:(1)Under the role of environmental regulation,enterprises,governments and the public have asymmetric information.Game tripartite makes decisions through the behavior strategy and experience judgment of each other.Different government environmental regulation and public environmental protection supervision intensity will produce differentevolution state of enterprise technology strategy.(2)The formal environmental regulation measured by industrial wastes shows that the intensity of environmental regulation in the central and western regions is gradually increasing,while the environmental regulation in the eastern region is weakening;the informal environmental regulation measured by urbanization rate,human capital,income level and unemployment rate shows that the environmental regulation in the developed cities along the eastern coast is stronger than that in the central and Western regions.(3)Green innovation and(formal/informal)environmental regulation have maintained long-term stability in their respective areas of division.Most urban agglomeration has maintained relative stability.It is normal for some cities to have cross-disciplinary adjustment in individual years.(4)The spatial location of urban agglomerations and the intensity of radiation from the core areas have an important impact on the spatial heterogeneity of urban agglomerations;the innovative functions of cities and their urban characteristics have resulted in significant functional heterogeneity among cities.(5)The spatial distribution of urban green innovation index reappears the Hu Huanyong Line and the Innovation Mosaic,and the spatial distribution is a "four-core,Two-Belt and multi-point" agglomeration pattern.(6)(Formal/Informal)The primary and secondary coefficients of environmental regulation on Green Innovation Show inverted U-shaped and U-shaped curves with inflection points.(7)In the early stage of development,the mode of economic development is extensive economic growth,and the pollution problem is very prominent.Appropriate intensity of policy control is conducive to enterprise financing,improving production technology and enhancing green innovation ability.After crossing the inflection point,the mode of economic development is changing or intensive economy at this time.Excessive intensity of environmental regulation will be counterproductive.It will increase the burden of corporate governance,impose excessive administrative pressure on enterprises,restrain industrial structure upgrading,and eliminate the enthusiasm of enterprises in R&D technology.(8)In order to satisfy the requirement of public consumers to increase environmental regulation to the government and meet environmental protection standards in a short time,enterprises have squeezed R&D investment and weakened their green innovation ability by increasing pollution control expenditure to achieve end-treatment.After crossing the inflection point,the market concentration is strengthened.Some energy-consuming enterprises can not adapt to the high-intensity environmental regulation and gradually withdraw from the market.The remaining enterprises pay more attention to using green innovation to improve their competitiveness.(9)Bottom-to-bottom competition only exists inindividual cities.The phenomenon of "bottom-to-bottom competition" in individual cities is stimulated by "economic competition".Local governments regard environmental policies adopted by neighboring governments as the basis for decision-making.(10)Formal environmental regulation plays an important role in the regulation of polluting enterprises in the early stage,but when excessive intensity of formal environmental regulation reduces the enthusiasm of enterprises for green innovation research and development and fails to meet consumers' requirements for environmental protection,it may cause consumers to fight against the environment of polluting enterprises.Informal environmental regulation will be more valuable than formal environmental regulation in the later stage.(11)Because the model contains the variable of environmental regulation,it is prone to produce endogenous problems,resulting in errors in estimating coefficients.By using SYS-GMM(Dynamic System Moment Estimation)regression,the robustness is tested and some endogenous problems are eliminated.On the basis of the research conclusions,this paper puts forward some suggestions on environmental regulation policies to promote urban green innovation in China,such as adjusting environmental regulation to local conditions,deepening system reform,striving to drive innovation,promoting high-quality development,adhering to green development and achieving win-win economic and environmental protection.
