Achieving "carbon peak in 2030 and carbon neutrality in 2060" is an inherent requirement for China to implement the new development concept,build a new development pattern and promote high-quality development.As the most active subject of economic activities,enterprises’ green technology innovation behavior is very important to promote high-quality development and achieve the double carbon goal.However,enterprises’ pursuit of economic benefits leads to the lack of motivation for their green technology innovation behavior.As an important means to solve the problems of market failure and limited rationality of enterprises,environmental regulation can drive enterprises to carry out green technology innovation by restricting and encouraging enterprise behavior.Exploring the impact mechanism and driving path of environmental regulation on enterprises’ green technology innovation behavior,and on this basis,exploring effective policy design to guide enterprises to more actively carry out green technology innovation behavior has become an important topic to be studied urgently.Based on the policy tool theory,this study explores the impact mechanism of environmental regulation on enterprises’ green technology innovation behavior,constructs an evolutionary game model of enterprises’ green technology innovation behavior based on evolutionary game theory and institutional logic theory,verifies the results of evolutionary game analysis through numerical simulation,and further explores the impact of regulatory intensity,innovation subsidies and other factors on the choice of enterprises’ green technology innovation behavior,On this basis,it explores the driving path of enterprise green technology innovation behavior.The results show that:(1)the behavior strategy choice of each subject in evolutionary game is not sustainable and stable.The behavior choice of each subject affects and interacts with each other.Compared with the public supervision behavior,the government supervision behavior has a more significant impact on the choice of green technology innovation behavior of enterprises.(2)The strengthening of government’s mandatory supervision and taxation will promote the green technology innovation of enterprises;Innovation subsidy can promote the green technology innovation of enterprises within a certain range.When the innovation subsidy exceeds a certain threshold,it will hinder the green technology innovation of enterprises.Government guidance and publicity can promote green technology innovation of enterprises,but the impact is relatively weak.(3)Environmental regulation has direct and indirect driving effects on enterprise green technology innovation.Command control environmental regulation indirectly drives enterprise green technology innovation by influencing government supervision behavior.Market incentive environmental regulation can directly drive enterprise green technology innovation and indirectly drive enterprise green technology innovation by influencing government supervision behavior.Voluntary environmental regulation indirectly drives enterprise green technology innovation by influencing government supervision behavior and public supervision behavior.Based on the evolutionary game analysis,this study has explored the driving path of environmental regulation to the green technology innovation behavior of enterprises,explored the selection mechanism of green technology innovation behavior of enterprises,and put forward policy suggestions to effectively promote enterprises to adopt green technology innovation behavior according to the research results,which provides theoretical and empirical reference for improving the construction of driving path of green technology innovation behavior of enterprises.
