With the continuous deepening of medical system reform in our country,the development trend of "medicine separation" has promoted the rapid development of the drug circulation industry,and the drug retail industry has ushered in new development opportunities.Founded in 2001,Ruikang Company is a large-scale Chinese-foreign joint venture drug retail chain company that grew up from a single private pharmacy.In addition to its headquarters,it has 15 provincial subsidiaries.After 17 years of rapid development,enterprises are facing new challenges in transformation.China's recent reform of its drug review and approval system and other policies will make it possible in the coming period.The competition of drug retail enterprises in China is gradually moving from the competition between companies to the competition between supply chains.At this critical turning point,Ruikang Company took the lead in implementing the change of purchasing hand system,which has strategic significance for the development of enterprises and industries.This paper draws on the existing research results on Procurement management and buying system,starting from the current operating challenges and policy environment of Ruikang Company.Analysis of the existing problems in Procurement management in the group headquarters and subsidiaries: the disconnection between Procurement management and company strategy,the emphasis on short-term goals and long-term goals,the imperfect Procurement talent echelon,the lack of customer value,the lack of demand concentration analysis,and the lack of effective evaluation of Procurement management System and so on.Based on the principles of strategic goal-oriented,up-and-down,indirect,and full communication,it clearly adopts the role positioning and work responsibilities of the purchasing hand,the qualification certification of the buying hand,and the design of the purchasing hand performance evaluation indicators: key indicators such as performance and management.And supplier,provincial company and store satisfaction.In order to ensure the effective implementation of the program,the mobilization and training of the program,the test run of the program,and feedback improvement.Strengthening professional skills training,improving performance communication and organizational security are the necessary guarantees for effective implementation of the buyer-based program.The purchasing hand system is the first to be used in the pharmaceutical retail industry.This research and application are innovative.Ruikang Company adopts the change of purchasing hand system,and speeds up the business development by improving the professional ability of purchasing hands;Improve the product satisfaction rate of the provincial company,improve customer satisfaction rate and purchase rate;Improve the satisfaction of line staff,increase the enthusiasm for work,and further promote the growth of the company's core performance.The research results of this paper have a good guiding significance to optimize the efficiency of Procurement management.For the same industry's procurement business management and procurement staff management has a reference value.
