Cost-Benefit Analysis Of Beijing Bicycle Expressway Project

Applying Cost-benefit analysis(CBA)method,an economic evaluation based on social benefits was carried out for Beijing Bicycle Expressway Project from the perspective of social welfare.The costs of the project may not change much,but the identification and measurement of its benefits is the focus and difficulty in Cost-benefit analysis of bicycle lanes.The innovation of this thesis is that a targeted benefit calculation framework was established under the guidance of several standard manuals for Cost-benefit analysis of transportation projects,and scientific and normative valuation methods was applied to monetize all the benefits in order to obtain their economic values,which are used for the comparison with costs to evaluate the project effect,in addition,this study is expecting to provide a reference for ex-ante evaluations of subsequent related investment projects.A questionnaire survey was carried out using cluster sampling method to obtain the data including mode share.Four communities closest to the entrances of the bicycle expressway were selected as sampling units.A total of 235 questionnaires were collected,of which 231 were valid(98.3%).The conclusions of this thesis are as follows:(1)Separately established bicycle expressway need high costs.Both construction costs and operation and management costs require a large amount of government subsidies.Compared with the cost,the social benefits generated by the Beijing Bicycle Expressway project are not high enough,and the net present value is negative.(2)But the project has great potential for improving social welfare.To a certain extent,it can improve travel accessibility(saving travel time and travel costs),reduce transportation congestion and increase the local cycling level to improve public health.(3)Among total benefits,health benefits are more significant,and government should make more efforts in publicity to make the public realize health benefits of using Beijing Bicycle Expressway,which may increase travel volume of the project,thereby improving its total social benefits.4 figures,11 tables,38 references...
