In order to expand the domestic market and develop the foreign market, coping with the shock on freight train overhauling from sharp declines of coal and iron ore freight volume,Shenyang CNR Equipment Branch Company has actively participated in the equipment maintenance project of Shenhua Cangzhou branch. This project must emphasize both the economic benefits and the social benefits, so as to achieve the harmony and unity of resource,environment and development. Hence,in the process of investment project management,it is indispensible to evaluate its financial risk, social benefit and economic effectiveness before starting the construction.Base on the general situation of equipment maintenance project of Shenhua Cangzhou branch, this paper firstly use static analysis and dynamic analysis method to calculate the financial indicators under the financial indexes system composed by investment payback period, financial net present value, yield rate and economic benefit cost ratio. The financial risk of this project is analyzed and evaluated using the method of break-even analysis and sensitivity analysis. Secondly, under the social indexes system composed by rejects reduction ratio, raw material savings and social environment improvement, the social benefit is estimated using with and without comparison method. Last, combing financial indexes and social indexes, synthetic economic benefit of this project is analyzed and evaluated using the method of hierarchical analysis and fuzzy analysis. This paper could provide a basis for determining the feasibility of Shenhua Cangzhou branch's equipment maintenance project,and help to make sound decision for Shenyang CNR Equipment Branch Company.
