Economic rationality is an important basis for judging the feasibility of the highway construction project.To this project with stronger sociality,the cost benefit evaluation of social economy is more important than financial evaluation.In the past,the cost including the project construction costs and operation cost,the benefit is to calculate the saving of the users.With the increase of the project construction costs and the insufficiency of the non-trunk highway's traffic flow,some financial evaluation cannot be passed or the traditional cost benefit evaluation of social economy is also dissatisfied.Expanding the scope of cost benefit evaluation of social economy and quantum chemistry calculation are necessarily.In this paper,taking The Hunan Guanzhuang to Anhua Expressway Project as the project background,with Hunan province traffic hall planning office " on the compilation of The Hunan Guanzhuang to Anhua Expressway Project feasibility study report commissioned by the letter" as the basis,with " highway construction project feasibility study report compilation" as the standard,the highway traffic volume forecast for the main theory of knowledge study,completed the work reported in the traffic prediction of The Hunan Guanzhuang to Anhua Expressway Project.The paper first studies the function of the project,the comparison of channel mileage and the Traffic Economic Characteristics analysis,has demonstrated the necessity and urgency of project construction,prepared for the reasonable forecast volume of traffic;and then the regional road network undertook investigation and analysis of traffic volume,synthesis a base year OD table.Finished the total traffic prediction.At the same time,proposed a multi-route traffic assignment method based in road network parameters analysis.Then proposed a improvement of Cost Benefit Evaluation of Social Economy,confirmed the content of social and economic benefits.The Quantum Chemistry Calculation of the Direct benefits based on DGP Contribution rate,the benefit of investment based on improved input-output method,the inductive benefits based on improved induced-increase model,the output efficiency based on OD table method.Finally,confirmed Cost Benefit Evaluation Program,setting the basic parameters of evaluation.Selected four evaluation index as Economic Net Present Value(ENPV),Economic Benefit-Cost Ratio(EBCR),Economic Internal Rate of Return(EIRR)and Economic investment recovery period(EN)to calculate,and according to different cost increase and decrease combination to finish financial sensitivity analysis.The evaluation results not only showed that the project is financially feasible,but also has a strong financial anti-risk and settle ability and profitability.In order to play its role about comprehensive economic and social benefit,a suggestion is put forward to prepare the project funding and go into operation as soon as possible.The paper through the main theoretical knowledge of the relevant research,providing the theoretical foundation to the macro-economy evaluation of the prophase decision stage of the freeway construction project.The theory,model and method has high theoretical and practical value,can be for future freeway construction project traffic volume prediction and financial evaluation model.
