Research On The Development Path Of Regional Specialized Division Of Labor Of Small Towns Under The Background Of Urban-rural Integration

Looking back on the 40 years of reform and opening up,small towns have played a very special role in the process of urbanization in China with the changes in the national economy and social structure.Under the development goal of urban-rural integration,small towns in China are facing unprecedented development opportunities.During the 14 th Five-Year Plan period,the mechanism construction of urban-rural integration development will promote the free flow and reconfiguration of urban-rural elements vigorously,at the same time,Regionalized division of labor and cooperation and specialized Characteristic development have become new demands for high-quality development.Now,the small towns in developed areas of China have been characterized by differentiation,but this differentiation is still in the primary stage.The qualitative change from the primary "regional differentiation" to the paramount "regional division of labor" has not yet been completed.There is still a large gap from the real high-quality development of small towns.Therefore,it is imperative to guide the development of specialized division of labor in small towns through " classification management ".This is not only a practical need in the transformation practice of small towns,but also a major issue that needs to be solved in the development of urbanization theory.Zhejiang Province,as the leading place for the construction of small cities and towns,has always given great policy support in the cultivation of small town characteristics,and the quality and level of small town development have always been at the forefront of the country.Driven by the two-wheel drive of policy and economy,various development factors continue to gather in the spatial area of small towns in Zhejiang Province,providing opportunities for the development of specialized division of labor in small towns.Based on this background,this study selected small cities and towns in Zhejiang Province as a research case,based on the development of practical and characteristic advantages,and explored new paths of professional division of labor development,providing new perspectives and ideas for the research and practice of high-quality development of small cities and towns.Based on combing relevant theories and international case experience,this paper uses the min-max standardization,coefficient of variation method and comprehensive evaluation model to calculate various indexes of small town function evaluation;the optimized Harris-Nelson statistical analysis method is used to divide Zhejiang The types of leading functions of small towns in the province determine the development direction of the functions of small towns.On the basis of comprehensive use of multiple methods,in-depth research on the development path plan for the specialization of division of labor in small cities and towns in Zhejiang Province was conducted,and the classification of policy provision for small towns in the province was provided.First of all,this paper analyzes the research status of small towns at home and abroad and combs the cases of highly specialized small towns abroad,clarifies the research perspective and research ideas of this article,and summarizes the influencing factors and path methods of the professional development of small towns abroad;Under the development goal of urbanrural integration,analyze the internal relationship between urban-rural integration development and small town development,analyze the status quo of urban-rural integration development factors,analyze the promotion effect of urban-rural integration development policies on the specialization of small towns,and point out that in the future path design,attention should be paid to Its impact on the development of small cities and towns;further empirical analysis,quantitative evaluation of Zhejiang Province,the leading area in the construction of small cities and towns,analysis of the regional differentiation characteristics of small cities and towns,and on this basis,from different regions and different types of perspectives Propose a differentiated path for the development of specialization in small towns.The main research results are as follows:(1)Guiding balanced regional development through classified management is the core idea for many developed countries to formulate small town cultivation policies.expanding the authority of small town governments,creating a professional atmosphere of industrial agglomeration,and actively integrating into the development of urban agglomerations have played an important role in the professional development of small towns.(2)The essence of urban-rural development is the process of the flow and recombination of production elements based on people.The interaction between urbanrural integration and development of small towns can be regarded as an aggregation and integration of urban-rural development elements in this particular space process of small towns.At present,subject to the dual structure of urban-rural,urban-rural two-way flow of production elements has not yet been established,and the urban-rural supply of institutional elements is significantly different.The proposal of the urban-rural integration strategy effectively broke the status quo dilemma of production elements and institutional elements.The improvement of the property rights system and the market-oriented allocation of elements will comprehensively promote the development of specialized characteristics of small towns.The rational allocation of public resources such as basic service facilities will guide scientifically Regional division of labor and collaboration in small towns.(3)Empirical research in Zhejiang Province based on data statistics and evaluation index system shows that the current regional differentiation characteristics of small towns are mainly characterized by economic spatial polarization,regional population concentration and functional type differentiation.An analysis of the spatial pattern of economy,population,and functions found that whether adjacent to the metropolitan area has become an important elements in the development of small towns.In order to achieve the high-quality development of small towns,a specialized development path from differentiation to classification and then division of labor is formulated.Different towns have different resource endowments and divisions of labor.Their development paths and policy supply orientation should be different.In addition,this paper proposes targeted strategic guidance and policy supply from different regions and different types of small towns to Scientifically guide the development of regional specialized division of labor of small towns.
