Today, when the Chinese economy enters a new normal, the economic development model has changed from extensive to innovative. However, due to backward concepts and information asymmetry, the coordinated development of urban agglomerations still faces certain obstacles. On the one hand, the phenomenon of repeated factory construction is frequent, and the problem of homogenous competition among cities still exists, and the problem of loss is still outstanding. On the other hand, the coordinated development of urban agglomerations lacks reasonable guidance from the government. There are problems such as unreasonable development plans and excessive government intervention in the operation of the market economy. How to adjust the industrial layout of the regions under market leadership to maximize their effectiveness needs attention.First, through theoretical analysis, the theoretical framework of “specialized division of labor – urban scale – economic growth” is formed to illustrate how specialized division of labor and urban scale have an impact on economic growth and to explain “specialized division of labor and size of cities”.A mechanism that causes the differentiation of industrial regions. In addition, the industrial sector is subdivided into manufacturing,high-end productive services,low-end productive services and life services.Using the location entropy to measure the level of industrial agglomeration,it is found that the urban agglomeration shows The level of division of labor has been continuously improved, the manufacturing industry has been moving outwards, and the advantageous industries have been transformed from manufacturing to service industries.Non-central cities have taken over the transfer of manufacturing in central cities, and their service industries have shifted to central cities.".Second,this paper selects the data of 144 cities in eight national-level urban agglomerations in China from 2006 to 2016,and analyzes the impact of industrial specialization on economic growth from the perspective of central cities and non-central cities. In addition, due to the large differences in urban economies within non-central cities, the above empirical model cannot examine the nonlinear relationship between the two variables,so this paper conducts threshold panel regression for non-central cities. It is found that the economic growth effect of the specialized division of services in the urban agglomeration “declines from the central city to the peripheral cities”,and the economic growth effect of the specialized division of labor in the manufacturing industry is represented by the inverted U-shaped form. Finally, based on the empirical structure and the actual situation, this paper proposes the following policy recommendations: guiding the misplaced layout of industries in cities, realizing the rational spatial function division of urban agglomerations;constructing and improving the urban group traffic information network, improving the overall transaction efficiency, and weakening the inter-city Administrative barriers;the introduction of targeted industrial policies, the selective development of regional advantages and special industries;the importance of the basic role of life services.
