Study On The Mechanism And Process Of The Small Towns That Promote The Urban-rural Integration In The Rapid Urbanization Regions

Small towns is an important node between the urban and rural, with the gathering elements of the platform node, role as a link is an effective way to crack the urban-rural dual structure, promoting the development of urban and rural integration. China is an important period of elevated levels of industrialization, urbanization, marketization and integration of urban and rural areas to become the inevitable trend of the contemporary socio-economic conditions, China’s urban and rural areas complement each other, mutual integration, collaborative development and common prosperity.Hengdian Town, as the first small city, Zhejiang Province, to cultivate one of the pilot town, its urban and rural development has a certain uniqueness and typicality. Discuss the promoting mechanism for urban and rural integation of Hengdian Town with important theoretical and practical significance that is for further co-ordination the Urban-rural relations and promote the development of urban and rural integation.The paper study on the Urban-rural integation development process and its mechanism for Hengdian Town from1995to2010by constructing the measure model for the Urban-rural integation and using a combination of quantitative and qualitative metnods.(1) Small towns at home and abrosd to promote the progress of the integration of urban and rural areas,basic theoretical research on mechanisms and processes were systematically elaborated.Studies have shown that,At home and abroad for two small towns,urban and rural integration mechanism and process for the development of small towns is still relatively small.The papers draw on previous research results through for the object to the small town to build a more comprehensive measure model to the empirical development of small towns to promote urban and rural integration mechanism to provide a reference for the future development of small towns and on this basis.(2) Research on the development of small towns to promote the development mechanism and process of urban-rural integration, to come to small towns to promote urban and rural integrated development mechanism:mechanism of population centers, industrial aggregation mechanism, the concentration of land mechanisms and urban-rural interaction mechanism.(3) Hengdian Town, as the research object,selected indicators from the level of development of urban and rural integration, the use of the AHP to determine the weight, the evaluation model; collecting relevant data in Hengdian Town,1995-2010, calculated16years of urban-rural integration development Index on Hengdian Town, and summarize the successful experience in Hengdian town that promote urban and rural integrated development. Hengdian Town, to promote integrated development in urban and rural areas, mainly through the development of film and cultural tourism, increase the intensity of the construction of infrastructure, enterprise transformation and development of low-carbon economy mechanism.(4) To push forward the process of urban and rural development of Hengdian Town, summed up the development of rapid urbanization of small towns to promote the unique urban and rural development model, and pointed out the small towns to promote a common problem in urban and rural integrated development process. Finally, to enhance the push and pull of the rural population, urbanization, level of economic development of different areas and small towns there are gaps, three aspects of the transformation of government functions to specific countermeasures and suggestions.
