China's high-tech development zones are the product of reform and opening up.Since the 1980 s,many cities have successively planned and constructed high-tech zones,which have gradually become the golden business cards to showcase urban style,and have promoted China's economic development and urbanization.In recent years,high-tech zones have been under pressure to adjust and upgrade,and at the same time,the supply of construction land has become increasingly tight.Therefore,not only should they focus on scale,but also on the optimization of land use structure.The land use structure in the high-tech zone is complex and diverse and changes rapidly.Land use has a strong radiation effect.Changes in the land use structure will be reflected in the function of the city.The benefit of land use depends on the completeness of the city function.Therefore,it is of great theoretical and practical significance to study the development status and development trend of high-tech zones from the perspective of land structure and land benefits.This study takes the Hangzhou Hi-tech Industrial Development Zone as an example,and combines its planning and actual conditions to divide its development process into four stages: budding,rapid development,adjustment and transformation,and mature development.The change of land use types in different stages of the Hangzhou Hi-tech Zone is elaborated,and the laws,characteristics and existing problems of land use structure change are analyzed.The law of land use structure change in Hangzhou Hi-tech Zone is as follows: First,the total area of land is continuously increasing,and the scale of construction land is expanding rapidly.Secondly,the types of land are gradually increasing.The proportion of residential land and public service land has increased year by year and has a trend of continuous growth;the proportion of industrial land has first increased and then decreased,and it has shown a year by year trend;high-tech industrial land and business use The land size is small.Third,the land use structure is becoming more and more balanced,the advantage of the single function mode is not there,and a more optimized land use structure is needed.The Delphic method was used to determine the land use benefit evaluation indexes and weights.Using the TOPSIS model and using the index evaluation method,the land use benefits of Hangzhou High-tech Zone were evaluated.Through calculation,it was found that the economic,social and ecological benefits of the high-tech zones in 2013-208 all showed an increasing trend and fluctuated slightly;the comprehensive benefits showed a steady upward trend.Economic benefits increased the most,from 0.441 to 0.829.The expansion of the scale of land use in high-tech zones has brought about a significant increase in economic benefits.The social benefits have increased year by year,and the social benefits have increased from 0.582 to 0.826,indicating that the development of high-tech zones is relatively good and the quality of life is improved.Although the ecological benefit has the smallest increase,the overall benefit is very high,which is higher than the standard benefit of land use in similar areas.Based on the results of empirical research,the article draws on the development experience of high-tech zones at home and abroad,and summarizes and improves the countermeasures and suggestions for the transformation and development of Hangzhou high-tech zones.The first is to rationally allocate existing land resources and optimize the layout of construction land.The second is to improve the structure of land use and improve the efficiency of land use for construction.The third is to promote the secondary development of existing land and improve the efficiency of land use.The fourth is to moderately mix functional land and improve the urban functions of high-tech zones.Fifth,the production,living and ecological space should be rationally arranged to promote the integrated development of production and city.
