Research On Financing Mode Of PPP Project

Since 2017,in order to regulate PPP project financing activities and prevent local government debt risks to facilitate healthy economic development,fiscal policies and financial supervision have been tightened,and the availability of PPP project financing has decreased.Since 2018,the cumulative number of PPP projects entering the implementation stage has been increasing,but the overall financing rate of PPP projects is low,and the difficulty of financing PPP projects has become more prominent.To alleviate the difficulty of financing PPP projects,the government has made many efforts to expand financing channels and develop diversified financing tools.With the support of policies,PPP funds and asset securitization(ABS)have developed rapidly,and gradually become an important financing tool in the PPP project financing process.Based on the analysis of the current situation of PPP project financing research in China,the research is conducted around the PPP fund and ABS on the PPP project financing model.First,the theories related to the PPP model and the theories related to project financing are explained.Secondly,it analyzes the main financing modes of PPP projects in China,points out the importance of PPP funds and ABS participation in PPP project financing,and conducts a detailed study of their advantages and necessity with PPP project financing.Thirdly,it analyzes China's PPP project financing policies and existing problems.By studying PPP fund cases and PPP project ABS cases,it puts forward the ideas for improving China's PPP funds and PPP project ABS and the direction of innovative PPP project financing models.Finally,the "PPP Fund + ABS" dual SPV model and public offering REITs model were used to innovate the PPP project financing model,and suggestions were made on the development of PPP project financing in China in terms of policies and regulations,long-term investors and tax systems.Looking forward to providing reference for the development of PPP project financing.Figure 11;Table 13;Reference 46...
