Practical Research On PPP Project Asset Securitization In Mayang Changshou Town

Since 2017,strict financial supervision has become the norm,especially for the banking industry.Higher regulatory requirements have resulted in a certain contraction in the investment of credit funds in PPP projects,and the capital surface is showing a tightening trend.In addition,after the promulgation of No.92,the PPP projects that have been put into storage have been centrally cleaned up.In order to avoid the project being cleaned up and lead to compliance risk,banks began to take a wait-and-see attitude towards PPP projects.The difficulty of financing PPP projects in 2018 has increased.It is expected that this situation will still exist in 2019.Therefore,the focus of PPP projects in 2019 will be the financing of the project.On the other hand,under the background of centralized cleaning up of PPP projects and strict financial supervision,other modes of financing will inevitably be hit,which may not be a bad thing for asset securitization of PPP projects.Because asset securitization will become another choice,which also provides opportunities for the rapid development of asset securitization in PPP project_Therefore,starting from th:is perspective,this paper firstly introduces the PPP model,asset securitization and the related concepts of asset securitization of PPP projects.And then studies and analyses the related theories of asset securitization,and at the same time,after learning from the innovative practices and experiences of foreign PPP project asset securitization.The design and research of the asset securitization scheme for the first phase of PPP project which comprehensive development of cultural tourism of changshou town in MaYang County are focused on.Through the design of the practical scheme,and this paper also analyses and controls some risks that the asset securitization may face in the process of the scheme design,and draws a conclusion that the PPP project is feasible for asset securitization.Finally,this paper draws the above conclusions and puts forward targeted policy Suggestions for the future,hoping to provide a reference for the future large number of PPP projects to carry out asset securitization.
