Study On Land Use Planning Benefits Of The City Of Akesu

With the rapid development of economic construction in Xinjiang, and theurbanization in the southern region are further accelerated, the demand for land isincreasing in many trades.Xinjiang is the largest province in China, but the oasis areawhich have better ecological environment is very small.To implement the concept ofscientific development thoroughly, ensure of land for development of Akesu andbetter co-ordinate the exploitation, utilization, remediation and protection of landresources and arrangements for various types of landuse reasonable in the city, Akesuhas carried out land use planning work from2010to2020, which aims at achievingsustainable landuse and intensive use of land for construction, promote leapfrogdevelopment and social progress of Akesu ultimately.The basic task of the overall land use planning in Akesu is study to determine thepolicies, objectives and control measures of land use comprehensively in the period ofplanning and rational use of land resources according to the requirements of natural,economic and social conditions.By the way protect of arable land, ecological land andother important resources strictly and implement of land use control.At present, landuse planning mid-term evaluation and local adjustment is ongoing. Analysis andselect the indicators which impact the benefits of land use planning, establish land useplanning effective evaluation system of Akesu, assess the benefit of the land useplanning of Akesu could find problems that presence of the Overall Planning of landuse and solve them to improve the overall efficiency of land use in Akesu andpromote the land resources assigned rationally with the sustainable development ofland resources in the current situation.On the basis of the relevant concepts and theories of land use efficiency, land valuetheory, theory of supply and demand on land, AHP is used to evaluate the benefit ofland use planning(from2010to2020) in Akesu due to11indicators fromsocial,economic and ecological benefits the three aspects.The main conclusions are as follows：The planning program which considering the economic, social and ecological factorshas the highest economic value in three planning scenarios, which is0.2905higherthan0.1563before planning.The plannings which pay attention to ecological factorsand integrated of social and ecological factors have less social values than plannedbase year.Only planning scheme focus on economic, social and ecological factors hashigher social value than pre-planned.Planning focus on ecological factors has thehighest ecological benefits value in the three options, but the eco-efficiency values ofthe three planning programs were all higher than previous.The planning has highestcomprehensive benefits which considering the economic, social and ecological factors,and higher than planned based year, is the optimal planning.
