Research On The Performance Evaluation Of Science And Technology Planning Projects Of Enriching People And County(PEPC)in Hubei Province

Science and Technology Planning Projects of Enriching People and County(PEPC)is a special branch of Science and Technology Planning Projects.With the increasing investment of our country on the research and development,the performance evaluation has become the current outstanding problem.The study of performance evaluation of project can track its situation,then optimitize the targets achievement,to improve the public financial expenditures.Firstly,this paper objectively evaluates the performance of Science and Technology Planning Projects of Enriching People and County(PEPC)in Hubei Province.Based on the IPOE evaluation framework and the "5E" principle,this paper constructs a performance evaluation index system for the perfomance:project input(Timely arrival of funds,reasonable performance of goals,budget execution rate),project process(schedule performance index,fund violation rate,soundness of business system,soundness of financial system),project output(achievement of intellectual property goals,realization of construction goals,goal achievement of project output,Project completion degree),project effectiveness(economic benefits,social benefits,sustainable benefits).The process of constructing the special performance evaluation index system for Science and Technology planning project of enriching people and county must emphasize its scientific nature,support the structure of the index system with a complete logical framework,and use reliability and validity standards to measure the index system.It can be said that the construction of the index system Have their own laws and processes.Taking the input-output data of project in Hubei Province in 2014 as an example,the evaluation scope of performance evaluation was determined based on the evaluation method of success,and an expert score table was formulated to obtain expert rating results.According to the project input,process,output and effect.And the effect classification,the use of the Analytic Hierarchy Process(AHP)to compare the importance of each index and the mathematical calculation to obtain the weight distribution of each index,and finally the application of fuzzy comprehensive evaluation model to the project in Hubei province and overall performance the evaluation conducted research.The crossover of the three evaluation methods reduced the subjectivity of performance evaluation and also made up for the defects of traditional single evaluation methods.Based on the characteristics of the county economy in Hubei Province,the evaluation results are analyzed,the main problems are found:the joint production and research mechanism is not perfect,the project management system is not perfect,and the project performance assessment accountability mechanism is not perfect and the supervision of project funds is insufficient..In response to these problems,we have proposed measures such as establishing a cooperation mechanism for production,learning and research,improving the accountability mechanism for project performance evaluation,strengthening the supervision of funds,and improving the project management system.This article is a useful exploration of the performance evaluation of Science and Technology Planning Projects of Enriching People and County(PEPC),and plays an important role in improving the management ability and evaluation level,and further improving the efficiency of government financial science and technology investment.
