Performance evaluation is a universal problem,the difficulties mainly focus on where the evaluation indicators come from,how to coordinate organizational performance and personal performance,and how to make performance evaluation play a real management role.Therefore,how to build and implement the organizational and individual performance evaluation system more effectively is an important issue for every enterprise.Taking Sanya T scenic spot as an example,this paper is based on the following considerations: on the one hand,tourism is a comprehensive large industry integrating "food,accommodation,travel,shopping and entertainment",and the number of enterprises in the industry is amazing and interrelated;on the other hand,China's tourism industry has been positioned as a strategic pillar industry in the national economy,and the member enterprises of the industrial chain usher in a great opportunity for development.Due to the huge number of Chinese tourism enterprises and employees,it is of practical value to study the strategic performance of tourism enterprises.This paper summarizes the literature on strategic performance,especially the important literature of recent years.In addition,the basic theories of strategic map and balanced scorecard,two management tools closely related to this research,were expounded,among which the research viewpoints of many scholars provided relatively complete literature materials for this research field.Based on the above,in line with the research path of finding problems,designing solutions and implementing solutions,focusing on literature research,questionnaire survey and interview,according to the theory and framework of Kaplan and Norton's strategic map and balanced scorecard,the whole process of the solution design and implementation of T scenic spot strategic performance evaluation is discussed in detail.First of all,it gives a general account of the basic background information of T scenic area,analyzes the strategy of T scenic area,expounds its internal and external macro,meso and micro environment,and expounds the current situation and main problems of performance evaluation of T scenic spot by means of investigation and diagnosis.Then,along the main line of "description strategy +measurement strategy + performance management",the strategic performance evaluation of T scenic area is studied.The strategic map theory is used to draw the strategic map of T scenic area.The balanced scorecard is used to build the index system based on the strategy of T scenic area.The performance evaluation process and mechanism are designed to manage the strategic performance,so as to complete the strategic performance evaluation scheme of Tscenic area.Then,it describes the necessary security measures for the implementation of the evaluation scheme,focusing on the organizational security,performance culture and process control,and compares the changes before and after the new performance,and clarifies the preliminary effect of the implementation of the scheme.Finally,this paper reviews and summarizes the research focus of this paper,and puts forward suggestions for the deficiencies in the research.Based on the performance concept of "if you can't describe(clearly),you can't measure(evaluate),if you can't measure,you can't manage".As t scenic spot is a typical state-owned scenic spot enterprise,the design and practice of its strategic performance evaluation scheme has guiding reference value for similar enterprises.
