Research On The Development Of New Type Agricultural Operating Subject

From 2015 to 2018,the "No.1 Document" of the Central Committee has provided guidance for the development of new agricultural operators for many times.From the policy direction formulated by the state in solving the "three rural" problems,the new agricultural operators can effectively link up the transformation and upgrading of agricultural industrial structure,Rural Revitalization and farmers' wealth and income,which is the only way for the development of modern agriculture.Compared with the traditional agricultural management mode,the new agricultural management main body pays more attention to the promotion of the socialized service level of agricultural development,the construction of agricultural product market information platform and the improvement of farmers' comprehensive quality.The transformation and development of the traditional farmer production to the new agricultural management main body is an important measure to adapt to the national urbanization construction and Rural Revitalization strategy,and also to promote the development of modern agriculture.And the strategic choice to solve the "three rural" problems.Daying County is a large agricultural county.Actively tapping the development potential of the new agricultural management body is of great significance for improving farmers' income,promoting the reform process of agricultural supply side and promoting the harmonious development of society.In recent years,Daying County has been accelerating the cultivation and promotion of new agricultural operators on the basis of ordinary farmers,and has established a new agricultural management system consisting of farmers' professional cooperatives,major farmers,family farms,professional rural managers and leading enterprises(including small processing plants),which has played an important leading role in the implementation of the strategy of precise poverty alleviation and rural revitalization.It has promoted the development of agricultural branding and integration in Daying County.This paper studies the important theoretical and practical significance of the development of Daying County-type agricultural operators,which is not only conducive topromoting the cultivation of new agricultural operators in Daying County,but also conducive to promoting the implementation of the strategy of Rural Revitalization in Daying County.In view of the above situation,combined with the relevant theoretical research at home and abroad,this paper discusses the development situation of the main body of new-type agricultural management in Daying County through field research,and specifically studies the current situation of the development of major professional households,family farms,farmers' professional cooperatives and leading enterprises in Daying County.On this basis,a questionnaire survey method is adopted to investigate the financing and land faced by the main body of new-type agricultural management in Daying County.This paper studies the problems of land and talent,and puts forward relevant suggestions.The paper finds that:(1)Daying County has established a new agricultural management system consisting of farmers' professional cooperatives,major farmers,family farms,professional rural managers and leading enterprises(including small processing plants).(2)Among the constraints on the development of new agricultural operators in Daying County,gender differences and age do not affect the degree of constraints;the degree of constraints affected by education,family members and operators;the impact of financing constraints,talent constraints and land constraints decreases,among which bank financing constraints and inadequate government financial support are the key constraints,and circulation is the key.The constraints of imperfect service,unclear transfer contract and unknown transfer policy are comparable.The constraints of insufficient management and professional technical personnel and imperfect agricultural technology training system are obvious.(3)Broadening financing channels and increasing government financial support are the key to strengthening financial support for the healthy development of new agricultural operators in Daying County;standardizing land transfer transactions of new agricultural operators and improving land transfer service level are the important contents of improving land transfer mechanism;strengthening the construction of rural professionals and improving rural education and training system It is an effective way to improve the level of human resources in agricultural production in an all-round way.
