Research On The Problem Of Rural Social Endowment Insurance In Qiqihar

This paper studies the problem of rural endowment insurance in Qiqihar City,proposes improvement plans for its existing problems,and provides theoretical support for its future development.As early as 1990,China entered an aging society.With the improvement of medical level and quality of life,the average age of the population began to increase,the aging situation became more serious,and the aging situation was serious year by year.And based on national conditions,China is an aging age.Although the urban-rural gap is shrinking,rural living standards are still low in most areas.As an agricultural city,Qiqihar City has a large urban-rural gap,and Qiqihar City has a large agricultural population.Its current pension model is mainly family pension and land pension,but these two methods are gradually restricted,and the problem of rural residents' pension is urgently needed to be solved.With the help of field investigation and comparison methods,this paper draws on the successful experience of rural social endowment insurance at home and abroad,and collects the development history and current situation of rural social endowment insurance in Qiqihar City,and puts forward its current problems,that is,the level of rural endowment insurance protection Low,farmers' enthusiasm for participation in insurance is not high,local financial subsidy capacity is weak and risk is high,and rural pension insurance policy implementation is not standardized.The reason is mainly because the legislation at the national level is relatively weak,the development of local economy is relatively lagging,the concept and model of rural old-age care need to be changed,and the rural social endowment insurance system needs to be improved.Based on this,based on the theory of rural social endowment insurance and related practices,this paper puts forward the coping strategies of rural social endowment insurance in Qiqihar City,namely,improving the pension policy,adjusting the subsidy standards,focusing on policy research,promoting the transition plan,and strengthening policy propaganda.On this basis,it is necessary to promote legislation from the national level,promote the guarantee of local economic development,explore new consumption pension model,andpromote the informationization of pension insurance management,so as to construct the sustainable evolution of local government in rural social endowment insurance path.
