At present,China is the world’s largest importer of primary wood products,as well as the core processing center and exporter of global wood forest products.It occupies a very important position in the global forest products processing and trading chain.Many previous studies have shown that trade costs can affect trade growth.From this perspective,exploring the relationship between the two is of great significance to further promote the development of foreign trade in the forestry industry.However,for forest products,their trade costs often show instability.Taking wooden forest products as an example,due to their own characteristics,such as large size and certain ventilation conditions,their trade costs need to follow their characteristics It depends.In addition,general trade policies also directly or indirectly affect the trade costs of forest products,making it more difficult to measure the trade costs of forest products.In order to more accurately explore the relationship between China’s forest product trade costs and trade growth,and to stimulate the forest product trade potential between countries and China,we urgently need to measure China’s forest product trade costs.In view of this,this article first combs the current status of China’s forest product trade in detail,showing the basic characteristics of forest product trade and the necessity of studying forest product trade;second,based on classic theory,systematically elaborated the impact of trade costs on trade growth The mechanism,in particular,clarified the composition of trade costs,with a view to providing a theoretical basis for the following empirical analysis;third,the selection of forest product trade data between China and important forest product trading partners from 2000 to 2017,using the academically recognized Novy(2011)method to measure bilateral forest product trade costs.Fourth,using the global trade analysis model,based on the composition of trade costs,set different scenarios for trade cost optimization,including the signing of free trade agreements between the two countries,reaching moderate preferential tax rates,medium trade facilitation conditions,and medium trade policy transparency.Under these scenarios,the macro conditions and changes in forest product trade between China and typical countries.Combined with the trade cost measurement index,the comparative analysis of the sensitivity of various countries to the decline in trade costs and the trade potential they have demonstrated.Finally,on the basis of the above theoretical and empirical analysis,the full text is summarized,and a targeted policy enlightenment is proposed for the development of China’s forest product trade.The main research results of this paper show that:(1)Generally speaking,the trade cost of forest products between China and typical countries shows a downward trend in fluctuations,but there are certain differences in trade costs between China and different major trading countries.Among them,the annual average trade cost of Russia is the lowest among all countries,and the trade cost of forest products in the North American plate and the Oceania plate is relatively low in all continent plates.(2)Under various scenarios,the macro-condition indicators headed by the terms of trade of China and typical countries have improved a lot.Among them,the transparency of medium trade policies has the greatest impact on the development of macro-conditions.In terms of the impact of China’s export trade growth,the reduction of tariff rates in bilateral trading countries and the enhancement of trade facilitation have a greater impact.(3)Countries with lower absolute value of trade costs are more sensitive to the decline in trade costs than countries with higher absolute values,and countries with higher absolute values of trade costs have more room to release trade potential in the future based on the decline in trade costs.To this end,while encouraging China to increase its comparative advantages in the production of forest products,it should conduct tariff consultations with major forest product trading countries,reduce customs clearance time,and increase government transparency on both sides of trade.Countries to explore the potential of forest products trade in bilateral trading countries.The research results are of great significance to further promote the degree of China’s forest product trade liberalization,optimize China’s trade structure,improve trade efficiency,and promote the growth of China’s forest product export trade.
