Influence Of Transforming Science And Technology Achievements Into Policies Based On Grounded Theory Factor Study

According to the innovation-driven development strategy,scientific and technological innovation is the main driving force of economic development,and the key to implementing this strategy is to promote the transformation of scientific and technological innovation achievements.The transformation of scientific and technological achievements is an important part of China’s innovation system while the weakest part of the independent innovation strategy.The "breathtaking jump" between the laboratory’s floor to the factory’s,is the most difficult and risky department.The policy of scientific and technological achievements transformation can effectively promote the transformation into real productive forces and achieve a coordinated development between science,technology and economy.Science and technology(S&T)park is a new form of organization and management in recent years,which combines high-tech with economy.It’s an important way to gather innovation elements,active innovation resources and transform innovation achievements.An important carrier to drive the transformation of development mode and realize industrial upgrading.A pushing hand on the road of innovation driven and self-growth.A new engine to promote innovative entrepreneurship,incubate scientific and technological enterprises,realize the leaping development of high-tech industry.Shenzhen science and technology park(Shenzhen high-tech industrial park)which called Shenzhen science and technology industrial park before,was formally established in 1996 and expanded to the National high-tech Zone in 2019.This is the place with highest industrial output per unit area in China,and so the most representative area in the field of policy impact on the transformation of scientific and technological achievements.An analysis and research on the influencing factors of the policy implementation has certain reference significance.In the process of Shenzhen S&T park construction and development,a series of innovation policies to promote the transformation of scientific and technological achievements have played a very positive role.However,there are also some problems in the process of the policy implementation.This study attempts to analyze the root causes of different effects of the policy on the transformation of scientific and technological achievements,and finds out the factors,so as to fundamentally solve the problems such as the unsmooth transformation of scientific and technological achievements and reduce the time spent.This study investigated Shenzhen Nanshan S&T park zone related to the promoting transformation of scientific and technological achievements policy implementation.An organic combination of theoretical research and empirical study was used,also literature method,comparison method,grounded theory of qualitative method and interview method,in order to "promote Shenzhen transformation of scientific and technological achievements smoothly and efficiently" which is the final purpose.By means of literature collection,this paper describes the status of the transformation of scientific and technological achievements in Shenzhen.44 people in different fields(those who are related to the transformation of scientific and technological achievements)working in the park were interviewed,and 25 effective interview materials were collected(4 of which are focus group comprehensive materials).Based on the qualitative research method of grounded theory,this paper analyzes the data,preliminarily explores the influencing factors of the implementation of the transformation policy of scientific and technological achievements in Shenzhen S&T park by three-level coding,and preliminarily constructs the influencing factors model of the transformation of scientific and technological achievements about Shenzhen S&T park.The five basic propositions are: policy attribute → actor;Executive agency → actor;Regional environment → actor;Human resources → actors;Actor quality and characteristics → actor.That is to say,policy attributes,characteristics of executing agencies,regional environment,human resource status and actors(participants of scientific and technological achievements transformation activities affected by policies)have an impact on the behavior of actors,and then affect the implementation of scientific and technological achievements transformation policies.The implementation of the transformation policy of scientific and technological achievements is influenced positively or negatively by different categories,which are mainly determined by the conditions of the constituent elements of these categories.Therefore,in order to promote the smooth implementation of the policy on the transformation of scientific and technological achievements,it is necessary to adjust the requirements until all the requirements reach the ideal state,then the whole implementation process of the policy will be smooth.
