Research On The Implementation Of Transformation Of The Scientific And Technological Achievements Policy In Minhang Shanghai

The transformation of scientific and technological achievements is not only the key for the combination of science and technology with economy,but also a new driving engine for China’s economic development,which requires the formulation and implementation of relevant laws and policies to go well.Since Shanghai Minhang is building the national demonstration area for the transfer and transformation of scientific and technological achievements,Minhang has preliminarily established a relatively mature policy system,which basically meets the needs of innovative entrepreneurs.However,the author found that there are still many problems in the specific implementation of the policy in Minhang District,which somehow restricts the effectiveness of the policy implementation.Also,the academic circle has carried out a lot of discussions on the theory of the policies,but the research on the implementation is insufficient,especially the empirical research on the implementation level of grassroots governments.In order to conduct an in-depth study on the implementation of the policy in Minhang District,find out the problems and give some good suggestions,this paper systematically summarizes relevant studies at home and abroad,builds the analytical framework with Sabatier and Mazmanian’s comprehensive model of policy implementation、choice theory of policy tool and the trip le helix theory,and makes an empirical analysis by means of literature research,interview research and content analysis.First of all,this paper summarizes the main content of the policy on transformation of scientific and technological achievements in Minhang District of Shanghai.After analyzing the policy text from the perspective of choice theory of policy tool,this paper examines the current situation of policy implementation.Secondly,combined with indepth interviews with several policy executives and policy targets,this paper deeply explores the problems and causes of the current policy implementation of transformation of scientific and technological achievements in Minhang District.Finally,aiming at the existing problems,this paper puts forward some suggestions to optimize the implementation effect.This paper is of certain practical significance for improving the implementation effect and level of the policy on transformation of regional scientific and technological achievements,and can also provide some references for other districts of Shanghai and the science and technology innovation cities represented by Shanghai to improve the implementation ability of the policy on transformation of regional scientific and technological achievements.
