Rural tourism,as an important hand of rural rejuvenation, has received widespread attention and recognition for its positive role in rural ecological environmental protection, social and economic development, rural cultural heritage, and sustainable livelihoods of farmers. As an important interest group in rural tourism, farmers are indispensable members of rural tourism actors. However,in the process of participating in rural tourism, farmers are liable to face disorderly market competition, damage to tourism resources, and uneven distribution of benefits, which will seriously discourage farmers from participating in tourism and affect the sustainable and high-quality development of rural tourism.According to Ostrom's governance theory, collective action of organizations as a unit to jointly manage tourism resources in rural tourism destinations is an effective way. This paper uses qualitative and quantitative methods to study the influencing factors. The research uses Elinor Ostrom's IAD intelligence decision model as the analysis framework, based on collective action theory and autonomous governance theory, and introduces livelihood capital variables to describe family resource endowment.Five key variables related to land consolidation, householder's characteristics and family livelihood status, institutional rules, cognitive reform and the tourism market environment were included.Guangming Village was used as the main case.239 farmer questionnaires were used as the research data.An empirical test was conducted on the influencing factors of self-organized collective action of rural households in suburban tourist areas by applying a binary logistic regression model. The study finds that:firstly, most farmers(72.8%)have the willingness to participate in self-organized collective action in rural tourism, but only 37.2% of the interviewed farmers have put intopractice, and the overall level of participation is not deep.Secondly, the regression results of influencing factors of collective action willingness show that the characteristic of household heads, human capital, financial capital, tourism market environment, institutional rules, cognitive reforms, and land consolidation have significant effects.Among them, the impact of resource ownership is the largest, and the impact of credit opportunities is the smallest.Thirdly, the regression results of the influencing factors of collective action participation show that human capital, social capital, tourism market environment, institutional rules, cognitive reform, and land consolidation have significant effects..Among them, the impact of the living environment and tourism resources on the tourism market environment variables is the greatest, and the impact of land use is the smallest.Based on the conclusions of the study, the study puts forward relevant policy recommendations:establishing a multi-center governance model with autonomous organization governance as the core, focusing on the construction and layout of tourism resources, achieving an effective supply of tourism land, increasing village human capital, providing financial policy support, building a benign social interaction.
