Faced with the increasingly exposed shortcomings of the household joint production contract responsibility system and the requirements of China’s agricultural modernization development and national food security,it is possible to optimize the allocation of production factors,liberate rural surplus labor,and improve agricultural technology and the international competitiveness of agricultural products.Moderate scale operation has become the basic consensus of the central top-level design.Since the concept of moderate scale appeared in the No.1 Central Document in 1986,the CPC Central Committee has gradually increased the importance of the development of moderate scale management of agricultural land.In the "Central No.1 Document" and many important documents for many years,Development is mentioned as important.However,the development of moderate scale management of agricultural land in reality has not yet achieved satisfactory results.Problems such as the incomplete agricultural land transfer policy system have affected the further development of moderate scale management of agricultural land.Therefore,from a global perspective,consider the factors that affect the development of moderate scale management of agricultural land,and draw lessons from the experience of moderate scale management of agricultural land in foreign countries.Combined with the current situation of moderate scale management of agricultural land in China and the problems of current policies,policy improvements are made from the top design Imperative.The paper mainly has the following parts:The first part is the introduction of this paper.Based on the analysis of the topic selection background and the significance of the research,it introduces the current research status at home and abroad and makes a research review.Then it defines the basic concepts,introduces the theoretical basis of moderate scale farmland management,and proposes research Ideas,content,and main research methods and explain possible innovations in the article.The second part reviews the reform process of China ’s agricultural land system,analyzes the development stage and current situation of China ’s moderate scale farmland management,and points out the policy system and problems of China ’s moderate scale farmland management.The third part uses a multivariate linear stepwise regression model to empirically analyze the national representative CHIP2013 rural sample data.The results show that the characteristics of household heads and families,farmland transfer,labor transfer,financial support,and institutional environment have varying degrees of moderate scale management of farmland.Influence,and there is a big difference between the main and non-main grain producing areas.The fourth part expounds the main experience of the development of moderate scale management of agricultural land in foreign countries,and draws the inspiration of the development of moderate scale management of agricultural land in China.In the fifth part,after expounding the basic principles of the policy improvement of China ’s moderate scale operation of agricultural land,we propose policy improvement suggestions for China ’s modest scale management of agricultural land: reform and innovation in terms of household registration system,labor transfer,and agricultural land transfer policy,and increase policy support;In terms of fiscal and insurance,land requisition,and returning farmland to forests and grasslands policies,accurate planning has been made to strengthen policy support;social security,new-type agricultural socialization services,new-type agricultural operators and professional farmer cultivation,and modest-scale management of agricultural land have been improved.Consolidate the effects of policies;implement policies to suit local conditions in major food producing areas and non-main producing areas,and enhance policy effectiveness.The sixth part is the conclusion and prospect of the research.
