The recycling transformation came into being under the severe pressure of China's natural environment,resources and energy.It is the adjustment of the national economy and a new economic growth point.The recycling transformation of industrial parks in various places has been in full swing nowadays.However,due to the short time of recycling transformation in China,the development of recycling transformation is still immature,difficulties and challenges exist in the recycling transformation process and its evaluation.Therefore,the study of recycling transformation is of great significance to China's ecological production,economic structural transformation and the construction of a two-oriented society.Shaoshan High-tech Zone was included in the provincial-level high-tech zone in Hunan province and Changzhutan National Independent Innovation Demonstration Zone successively in 2012 and 2016,which has importance and representativeness in a certain extent.Investigate the recycling transformation of Shaoshan High-tech Zone,quantify the current status of recycling development of Shaoshan High-tech Zone,measure the gap between the development status and the target value,find the problems existing in the current stage of development and propose corresponding transformation strategies,which has certain reference significance for other industrial parks to do recycling transformation.This paper uses domestic and foreign relevant theories to evaluate the status of the recycling transformation of Shaoshan High-tech Zone by combining qualitative and quantitative methods.In terms of qualitative aspects,the first is to analyze the background and internal conditions of the recycling transformation of Shaoshan High-tech Zone through the PEST model and the key success factor model,respectively;the second is to construct industrial chain based on material flow analysis.In terms of quantitative aspects,first establish an evaluation index system based on certain principles,use the entropy method to obtain the weight of the index system,and then use the gray correlation projection model to measure the level of recycling transformation of the Shaoshan High-tech Zone from 2014 to 2018 and compare its gap between the current value and the target value,to reveals the advantages and disadvantages of the current recycling transformation.According to the 5-year evaluation results of the cyclic transformation of Shaoshan High-tech Zone,the level of cyclic transformation of Shaoshan High-tech Zone from 2014 to 2014 showed a continuous upward trend.Comparing the gap between the current value and the target value,the overall level of cyclic transformation increased by 11.75%,the five factor layers increased by 14.49,12.4%,9.3%,13.41%,and 10.37%,respectively.The results of comparison and analysis show that:(1)The overall level of the cyclic transformation of Shaoshan High-tech Zone and the five element layers have been developing well in the past five years.Among them,the level of resource output has developed the best.Although the realization rate has not increased much,it is stable and speed up.(2)Except for the poor overall realization rate of the industry and technology level,the other four factors are developing well,among them,the level of resource output is the best.(3)The standard deviation of the five factor layers is increasing,the development rate of each factor is uneven,and the level of industry and technology is increasing the fastest,which is in the process of rapid development.Finally,based on the analysis results,this paper proposes transformation strategies from five aspects: accelerating the adjustment of the spatial layout and industrial structure,strengthen and completement the circular economy industrial chain,the adoption of intensive resource utilization measures and centralized pollution control measures,and the improvement of the external conditions of circular transformation strategy.
