Both countries and industries can not develop very well without talents. Sci-tech talents, whose rational mobility will definitely bring extremely important effect to development of the economy, play an important part in the role of human resource. Recently, economy growth has been relying more and more on quality of the talents resources as well as technological innovations, rather than simply depending on the investment of the substance resources. The talents are encouraged to move to the area where they can give full play to their abilities by the transformation of development model, the upgrade of the industrial structure and the improvement of the talent flow mechanisms. In particular, in recent years, the number of flowing talents is increasing and there is no doubt that it is an tendency. How to attract talents has become an essential prelude to economic development.This article selects the increasing amount of sci-tech talents per year as the starting point, and estimates the potential factors—which are as many as 14, to the flow of sci-tech talents with the method of relational grade analysis. Then, with the correlation analysis and principal component analysis, the factors, which have significant influence on talent-flow, are selected. Then, in order to carry on further statistical analysis of these factors, VEC model is established as the use of quantitative methods. In the model unit root test and cointegration test is carried out after Granger causality test and impulse response analysis, so as to analyse of selected factors in the role of the process flow of talent, as well as factors change on manpower flows change. The result shows that the key causes are:R&D funding and the increase of hi-tech industry. This essay first has portrayed the developing course of the economy. At the same time, relevant literature reviews from both home and abroad on this topic has briefly been made. Furthermore, we have taken emphasis on the interaction between the talent-flow and social economy. To make further knowledge of the laws and trend between the promotion of the talent-flow and social economy,we use econometrics models and relevant data to analyze thoroughly. And then, on such basis, we have tried to define the conception and connotation of harmonious degree between the talent-flow and social economy.The thesis analyses and determines the main factors in talent-flow in order to promote the talent-flow more reasonable in China and give a useful means to talent-flow policy making.
