Study On The Evaluation Of Economic And Intensive Use Of Land In Shaoshan High-tech Development Zone

Lately,as one of the important engines of regional economic development,high-tech industrial development zones are highly valued and flourishing all over the world.At present,Shaoshan High-tech Zone is in the transitional phase of the provincial high-tech zone to the state-level high-tech zone.The high-tech zone rapid development,it will result in a lack of land for the zone,which will not meet the needs of the development of the zone,how to intensively use the land and increase the land urgently requires us to plan a more scientific and innovative development path.Therefore,the study on land intensive utilization and land allocation in high-tech zones will have important research value for comprehensive and in-depth understanding of the land characteristics and resource allocation efficiency of the high-tech zones.This article is divided into four parts:The first part analyzes the current situation of land use in Shaoshan High-tech Zone.The second part is established the integrated performance evaluation of intensive land use and the comprehensive evaluation model.The the third part,we have calculated the potential of intensive land use in high and new technology areas,and the availability of warehousing land and years of supply.In the fourth part,we put forward countermeasures and suggestions and explored the land use planning,layout and development pattern in Hi-tech Zone.The conclusions are as follows:(l)From 2011 to 2015,intensive land use in high-tech zones has been completed from a medium level to a better level,and the performance value of land use has been continuously improved.(2)In 2015,the integrated score of intensive land use in hi-tech zones was 86.76 points,which is in a highly intensive utilization status.Based on the evaluation,this paper estimates the potential of intensive land use and finds that the years of availability of land and mining storage space are difficult to meet the long-term development needs.(3)By analyzing the results,we found some problems in Shaoshan Hi-tech Zone:large number of land did not meet supply conditions,the land ecological benefits was not high enough,the land use intensity and tax revenue per capita increased a lot.Leading industrial clusters are not conducive to resource integration and land intensive Utilization,high-tech zone technology industry rate is low,high-tech Zone long-term development of land supply is insufficient.(4)In order to promote Shaoshan High-tech Zone to become a national high-tech zone as soon as possible,this paper puts forward suggestions from such aspects as scientific planning and layout,intensive and economical use of land,activation of stock of land and promotion of land reform.In the case of insufficient supply of land in the next five years,we have explored the layout of land use planning and the development mode of "one area,four parks and two bases" under the vision of satisfying the requirements for quality and capacity expansion.
