Study On Institutional Reform Of Heyuan Customs Under The New Era Of Overall Opening

Most countries and regions have been more open and inclusive in the development of tariff and non-tariff barriers,trade management measures,and market access standards with economic globalization.Customs,as an administrative agency for supervision and management of import and export commodities,has a special status and role in the development of foreign trade and economic development.It serves as the focus of the opening up strategy of the Belt and Road Initiative from "virtual" to "realistic",and its organizational structure construction and management model implementation are of a huge effect on the achievement of the whole strategy.Especially in such a critical period that the construction of the new customs is pushed forward in an all-round manner,in the face of new mission of the customs work in the new era,customs must deeply study and carry out Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China,further promote the construction of "building customs with political measures,strengthening customs by reform,controlling customs pursuant to the laws,developing customs through science and technology,and governing customs strictly" according to the actual conditions of clearance zone,and devote itself into the new customs construction with new and larger achievements.In this paper,the current status of institutional reform of Heyuan Customs was analyzed,and the problems of customs institutional reform under the new era of overall opening were probed into,mainly involving the more details caused by rapid expansion of institutions,function adjustment and poor communication between departments,understaffed situation due to rapid growth of customs business requirements and traditional rough supervision mode,and limitation of customs function achievement and fulfillment by the inefficient scientific and technological levels.The leading causes for these problems in the institutional reform of customs in the new era of overall opening were analyzed:weak awareness of administrative cost management,deeper selfish departmentalism,unreasonable use and distribution of human resources,and insufficient scientific supervision.In response to these problems and causes,further advices on institutional reform of Heyuan Customs were put forward:First,to change the concept of institution setting,focus on overall integration and promotion,and follow the principle of adjusting measures to local conditions;Secondly,to establish a new mode of customs clearance and inspection integration,introduce follow-up customs supervision methods in inspection and quarantine supervision,and develop a hierarchical supervision mode based on the advantages of customs credit management;Third,to optimize the layout of human resources,clarify the organizational structure,set up customs institutions scientifically,strengthen the allocation of leadership,and promote the optimal allocation of human resources;Fourth,to carry out training for the entire staff,improve the team ability and quality comprehensively,to strengthen the cultural construction of customs institutions,and cultivate the spirit of "building customs with political measures,strengthening customs by reform,controlling customs pursuant to the laws,developing customs through science and technology,and governing customs strictly";and fifth,adhere to the people-oriented,improve the level of customs science and technology.
