As the second largest economic body in the world, China is also the largest country in cargo trade and export. With the globalization of economy and the regional economic integration as well as the promotion of internet economy, the interstate flow of cargo, capital, technology and service tends to be more frequent. The structure and rules of international trade has changed. The foundation and conditions for China to participate in the economy globalization has changed. With the in-depth progress of all-round opening up, the convenience and safety of foreign trade has become a soft capacity in economic development. It is also the solid goal for Chinese customs to realize the great-leap-forward development.In order to meet the new requirement, Chinese customs has been making trials in self-reform and breakthrough. But the former reform has focused more on the business field, like the smuggling suppression system, the risk control system and no-paper clearance which has solved some problems in business field. Yet, the business and administration reform has not synchronized and the business ability and administration level doesn’t match, which hinders the duty function. Jack Welch, the administration master once said, “If you want the train to run 10 kilometers faster, you need add one more horsepower. Yet, if you want to double the speed, you need to change the rails.” The urgent question is to find out the scientific administration module which can meet the need for the business development of customs.This article attempts to consider the customs business and administration as a whole and study the realization of customs’ function from the horizontal angle of structure and function. This article explains the connotation of integration from the angle of administration, studies the theoretical foundation of integrated reform, summarizes the experience of foreign customs and makes the necessity analysis. This article takes Huangpu Customs as the example of reform practice and makes evaluation on the reform effect with the methods of questionnaire and data analysis, etc. Finally, this article proposes some strategic suggestions for the integrated business operation model with the characteristics of strict control, convenient clearance, scientific procedure and efficient operation.
