According to the latest data released by the National Bureau of Statistics in August 2019,China's urbanization rate has climbed up to 60% by the end of 2018,while the urbanization rate of small and medium-sized cities is only about 40%.Compared with big cities,problems do exist in small and medium-sized cities,such as economical underdevelopment,shortage of resource,lack of senior managers?engineers and so on.Restricted by many factors,the planning and management of small and medium-sized cities can not completely copy big cities.We should introduce a new management model that conforms to the reality by drawing lessons from the advanced management experience of big cities.This essay analyzes the development process of urban planning management in China since 1949 and summarizes 3 urban planning management models by decades with the theory of public management and urban planning,following the discovering-analyzing-solving approach.After investigating into the research object-Z city,this essay presents its achievements as well as the problems,such as single management subject,weak management mechanism,defective management process.This essay concludes that main reasons for the problems lies in its management philosophy,rules and organization structure after deep analysis.After taking research of advanced management models and theory of foreign small and medium-sized cities,this essay gives some optimization suggestions,which is that Z City should establish a multi-subject participation mode,improve decision-making procedure,optimize coordination and control mechanism,standardize the planning-approval-supervision procedure and so on.It's expected be useful for local governments in solving urban planning management problem.
