The Effect Of Ecological Compensation Policy On Poverty Reduction In Daxinganlin Ecological Function Areas

In the "Plan of National Main Functional Areas",the Daxiaoxinganling area is an important forest ecological function area.Because of its contribution to ecological environmental protection,it limits its own development,so it is often a gathering area of poor areas.In 2015,President Xi Jinping first proposed "five batches" of poverty alleviation measures at the high-level forum on poverty reduction and development,and a group of ecological compensation for poverty alleviation was included.Ecological compensation-type poverty alleviation(poverty reduction)is to compensate areas that contribute to the protection of ecological resources and the maintenance of biodiversity through capital compensation and other means,to make up for its losses in ecological protection,and to ensure environmental quality while promoting economic growth.In December of the same year,the State Council issued the "Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Poverty Alleviation and Poverty Alleviation",which pointed out that while carrying out ecological and environmental protection,we must also take into account targeted poverty alleviation.In the context of increasing resource shortages and poverty,how to compensate ecologically to help reduce ecological poverty has become the most concerned issue in all circles.The proposal of China's ecological civilization construction and rural revitalization strategy reveals that ecological compensation provides an effective way to promote the economic development of ecological function areas and achieve regional poverty reduction.This article takes Daxinganlin ecological function area as the research object,and analyzes the poverty reduction effect of Daxinganlin ecological function area.This paper firstly sorted out the literature on ecological compensation,poverty reduction model,ecological compensation and poverty reduction,and analyzed the importance of ecological compensation and economic coordination and symbiosis based on the theory of public goods,sustainable development,externality and poverty and anti-poverty.Starting from the current status of Daxinganling ecological function area and the causes of poverty,the main causes of poverty are analyzed:poor natural conditions,frequent disasters,large dependence on forest resources,planned economic system color is still strong,urban diffusion effect is not strong,economic development Insufficient power and backward human capital training.How to help the poverty alleviation work in this region through ecological compensation mechanism is very important.From financial capital,social capital and natural capital three dimensions to build index system,using the principal component analysis(PCA)to the comprehensive evaluation of poverty in stages according to the comprehensive poverty degree,ranking situation analysis and regional common factor score,you can see,Daxinganling area each forest region development is not balanced,every region of the influence factors on poverty and weakness and different,should according to the scores and the actual situation to strengthen and develop.Finally an empirical analysis using structural equation model(SEM)of ecological compensation policy of Daxinganling ecological function areas poverty reduction effect path,proved that the industrial structure,forest resources,forestry development,non-forestry industry development,enterprise development,infrastructure construction,social security,employment and education,ecological compensation policy can directly affects the regional poverty reduction,ecological compensation policy can positively influence factor and indirectly affects the regional poverty poverty reduction effect.Based on the research conclusions,from the perspectives of optimizing ecological compensation policies and increasing poverty factors,this paper proposes policy designs and path choices to promote the improvement of the poverty reduction effect of the Daxinganlin ecological function zone,proposes to improve the ecological compensation policy system,increase investment in ecological protection and poverty reduction,and strengthen ecological protection Guidance on recommendations such as poverty alleviation.
