Research On The Poverty Reduction Effect Of Poverty Alleviation And Ecological Immigration Project

Since the 18 th National Congress of the Communist Party of China first r egarded the strategy of building a well-off society and eliminating poverty by 2020 as the primary goal,the poverty alleviation has entered the most critical st age,and the western area has naturally become the main battlefield of poverty relief under the background of great poverty alleviation.Located in the south west China,with mountains and hills,Guizhou has a severe phenomenon of lan d rocky-desertification and landslide.The objective environment has led practica l difficulties of higher proportion,deep degree,and wide distribution of local poverty.To improve the survival and development environment for poor rural households,to establish a long-term mechanism for ecological protection and f armers' increased income,and gradually realize the transfer population strategie s in remote and backward areas,Guizhou province regards “the poverty allevi ation and ecological resettlement project” as an important means to achieve th e primary goal of poverty alleviation work.Based on these,this article focuses on the performance of poverty alleviation policies for poverty alleviation projects in Guizhou,summarizes the successful performance and practical difficulties of ecological resettlement project in rocky desertification area of Kaiyang County,and provides practical case to the promotion of poverty alleviation and ecological resettlement projects in rocky desertification and other ecologically vulnerable areas.By designing questionnaires,interviewing and asking two ecological resettlement sites in Nanjiang township and Longgang town,Kaiyang county,Guiyang city,and collect and organize questionnaire,Then,by the comparison of SLA before and after resettlement,the livelihood assets of immigrant rural households have been greatly improved after immigration.By Engel's coefficient method,it can be seen that the Engel's coefficient of non-immigrant households after the implementation of the resettlement policy declined by 2.26%,while that of immigrant peasants decreased by 12.7%.The conclusions of both methods show that poverty alleviation ecological resettlement projects have significant poverty reduction performance.Based on this conclusion,a logistic model was further applied to analyze the factors that affect poverty reduction.The results show that there is a significant positive correlation between the poverty reduction effectiveness of the immigrants and immigrants education degree,main source of income,health status and personal skill capacity,information obtain ability,role,policy factors.Whether the resettlement households were originally poor households had a significant negative correlation with the poverty reduction effectiveness of the immigrants.At the end of this paper,based on the analysis of the factors that have b een made in the previous section to reduce poverty,the author puts forward t he problems and relevant suggestions for the poverty alleviation project and e cological immigration in Guizhou.This paper believe that it should increase th e financial support to the project of poverty alleviation and ecological resettle ment,strengthen the adaptability of immigrant peasants in their resettlement sit es,enhance the individual employment capacity of immigrant farmers and prov ide psychological soothe to the immigrant peasants in accordance with the natio nal characteristics,and develop poverty reduction performance of poverty allev iation and ecological migration.
