Research On Rural Revitalization Planning Of Tianzihu Town In Anji County From The Perspective Of Rural Value

With the rapid development of urbanization,how to coordinate and optimize urban and rural relations,promote rural revitalization and integrate urban and rural development have become a major issue to be considered in the new era of rural revitalization and urban-rural development.As a spatial unit that can’t be ignored in the development of national social economy,rural areas feature rich values,covering social,economic,cultural,ecological and other aspects.In the meanwhile,its value changes with the change of cognition,market,policies and other factors instead of being immutable.Scientific cognition of rural value,accurate grasp of the law of value and realistic value maximization are important premises of rural revitalization.Compared with the rapid development of urban areas,the institutional mechanisms in rural areas have not been established,such as social economy,spatial planning and management,institutional system optimization,etc.,and the "unbalanced and inadequate" problem of urban and rural development is more serious.It is of great importance and urgency to formulate a scientific and reasonable rural revitalization planning based on the overall situation and practical situation,which is beneficial to giving full play to the cohesion function of urban and rural integration,make an overall and rational layout of the urban and rural "production,living life and ecology" spaces,build a two-way mobility system and mechanism of urban and rural elements,reconstruct the rural value system,so as to realize the high-quality development of rural areas.Taking the original place of the beautiful countryside—Anji County,Zhejiang Province as an example,based on a case study of rural revitalization in Tianzihu Town,Anji County,this paper analyzed the development profile,current difficulties and development direction of Tianzihu Town,Based on the systematic analysis of rural value connotation,evolution process,classification system,cognitive points and other contents,from the perspective of value reconstruction,which has important theoretical and practical significance.Especially in the context of the modernization of national governance capacity and system and the promotion of land spatial planning system in the new era,it can adapt to the development characteristics of rural areas in a better way,propose a scientific and practical planning system,point out that the rural revitalization planning under the value reconstruction is a multi-objective policy practice,make clear that the rural revitalization planning under the value reconstruction is a continuous and incremental process,and refine the planning system and spatial development strategy under the value reconstruction.For specific performance,an all-round way establishment of rural value system that integrated location value of Tianzihu rural area,industry value,ecosystem value,culture system to one,based on contradictions,key points and driving mechanism of rural value transformation at present stage,constructing the rural revitalization system of Tianzihu Town from the perspective of value reconstruction,proposing corresponding rural value transformation,that is,rural revitalization planning strategy from the aspects of location,space,industrial department,culture and environment,etc.,aiming at providing scientific basis for rural revitalization of Tianzihu Town as well as providing new ideas for the planning and research of rural revitalization in other areas.
